Job Summary

The Cash/Food Commodity Transfer Officer is responsible for the end-to-end management of commodity and cash transfers. This includes reconciling records, managing warehouse integrity, processing beneficiary payments via RPASS, and ensuring compliance with USAID and FH Ethiopia policies. The role ensures that aid reaches the intended beneficiaries accurately and transparently.


Principal Responsibilities

1. Commodity Management & Warehouse Oversight

  • Inventory Control:

    • Manage warehouse stocks to ensure safe, clean, and vermin-free storage.

    • Conduct monthly physical inventories and maintain strict inventory controls to mitigate losses.

  • Distribution Planning:

    • Coordinate with partners to develop distribution plans and ensure timely delivery.

    • Establish complaint and response mechanisms at all Final Distribution Points (FDP).

  • Compliance:

    • Conduct field trips to verify warehouse management standards and donor compliance.

    • Reconcile warehouse records with the Commodity Tracking System (CTS).

2. Cash Transfer & Payroll Processing

  • Data Entry & Verification:

    • Enter Public Works (PW) attendance data into RPASS after verifying consistency with the Master Beneficiary List (MBL).

    • Coordinate with the Project Manager to resolve any inconsistencies in beneficiary data.

  • Payment Execution:

    • Produce payrolls for verification by the Project Admin and Finance Officer.

    • Monitor cash disbursements to ensure beneficiaries receive their exact entitlements via e-payment.

  • Monitoring:

    • Follow up on failed cash transfers and investigate reasons for unclaimed funds.

    • Provide weekly and monthly updates to the E-Payment and Partnership Advisor.

3. Reporting & Commodity Accounting

  • Documentation:

    • Record all commodity movements by type and site.

    • Maintain complete records of attendance sheets and payrolls for PW and PDS transfers.

  • Reporting:

    • Prepare monthly, quarterly, and annual project commodity reports.

    • Submit consolidated data packages to the Senior Commodity Officer at the Head Office.

4. Organizational Standards (Safeguarding & Gender)

  • Safeguarding: Strictly adhere to zero-tolerance policies regarding sexual exploitation and harassment.

  • Gender Equity: Ensure planning processes are gender-sensitive and encourage female staff participation in high-profile roles.

  • Safety & Security: Brief staff on safety procedures and ensure compliance with emergency protocols.



About You

1. Education & Experience

  • Academic Background:

    • B.A. Degree in Accounting or a related field of study.

  • Professional Tenure:

    • Minimum of 3 years of related experience, preferably in an International NGO (INGO) setting.

    • Experience with the PReSERVE Project is a distinct advantage.

2. Technical Skills & Competencies

  • Digital Literacy:

    • Strong proficiency in MS Excel, Word, Access, and PowerPoint.

    • Experience with commodity accounting software (CTS/RPASS).

  • Communication:

    • Professional fluency in English (written and spoken).

    • Knowledge of the local language of the intervention area is highly preferred.

  • Soft Skills:

    • High level of initiative and a development-oriented mindset.

    • Ability to work effectively under pressure in cross-cultural environments.

3. Supervisory Responsibility

  • This position supervises Commodity Storekeepers, Distributors, and Distribution Supervisors.
