Consultancy Service: Independent National Consultant for Evaluation of the Current General Management Plan (GMP) and Development of a New 10-Year GMP for Bale Mountains National Park

About the Job

Frankfurt Zoological Society Ethiopia (FZS-ET), in collaboration with the Ethiopian Wildlife Conservation Authority (EWCA), is seeking a high-level National Consultant. This assignment involves an independent evaluation of the current General Management Plan for Bale Mountains National Park and technically leading the development of a new 10-year GMP aligned with updated national guidelines and international conservation standards.


Scope of Work

1. Evaluation Phase

  • Review: Analyze the current GMP, implementation reports, and monitoring data.

  • Verification: Conduct field assessments within the park to verify progress on the ground.

  • Analysis: Evaluate implementation based on relevance, effectiveness, efficiency, impact, and sustainability.

2. Planning & Development Phase

  • Stakeholder Engagement: Consult with EWCA, BMNP management, government authorities, local communities, and conservation partners.

  • Technical Leadership: Support conservation target identification, threat analysis, and strategy development.

  • Drafting: Lead the consolidation and finalization of the new 10-year GMP document.

  • Capacity Building: Strengthen EWCA’s institutional capacity for adaptive management.


About You

Mandatory Qualifications

  • Nationality: Ethiopian.

  • Education: Advanced degree in Conservation Biology, Ecology, Natural Resource Management, or a related field.

  • Experience: * Minimum of 12 years of professional experience in protected area management or conservation planning.

    • Proven track record in evaluating and preparing General Management Plans (GMPs) in Ethiopia.

  • Knowledge: Deep understanding of EWCA GMP preparation guidelines.

Preferred Qualifications

  • Experience with Open Standards for the Practice of Conservation or adaptive management.

  • Previous history working directly with EWCA and Ethiopian protected areas.

  • Exceptional facilitation, coordination, and technical writing skills.
