Core Purpose of the Role
The Administration and Finance Officer is responsible for managing the day-to-day financial, accounting, and administrative functions for Birrama’s component of the IRIF project.
This role ensures strict compliance with Birrama and Farm Africa policies, as well as donor (WRI/P4G) regulations. You will provide the organizational backbone necessary to support the technical team, ensuring timely financial reporting and effective resource management.
Key Responsibilities
1. Financial Management & Accounting

Bookkeeping: Manage project financial books, ensuring all transactions are accurately recorded and coded in compliance with international standards (IFRS/IPSAS).

Payments: Prepare and track all project-related payments, including vendor invoices, staff expenses, and partner fund transfers.

Reconciliation: Conduct monthly bank and cash reconciliations and prepare trial balances for internal review.

Reporting: Lead the preparation of quarterly financial reports for Farm Africa and donors, ensuring adherence to specific donor formats.
2. Administrative & Compliance Support

Documentation: Maintain comprehensive physical and digital project records (procurement, HR, and contracts) for audit readiness.

Procurement: Manage the procurement of project assets and services through transparent and competitive bidding processes.

HR Support: Oversee staff onboarding, leave tracking, and timesheet management for project-hired personnel.

Asset Management: Serve as the custodian of project assets, maintaining an up-to-date and insured asset register.
3. Budgeting & Audit Facilitation

Planning: Assist the Project Manager in annual and semi-annual budget forecasting and revisions.

Audit Coordination: Facilitate all internal and external audits by ensuring documentation is readily available and queries are addressed promptly.

Tax Compliance: Ensure full adherence to Ethiopian tax laws, labor laws, and donor financial regulations.
About You
1. Education & Technical Skills
-
Degree: Minimum of a Bachelor’s Degree in Accounting, Finance, or Business Administration. Professional certification (e.g., ACCA) is highly desirable.

Software: Proven proficiency in Peachtree, QuickBooks, and advanced Microsoft Excel for financial analysis.

Standards: Strong knowledge of IFRS/IPSAS and experience with donor-funded reporting (NGO/WRI/P4G).
2. Professional Experience

Tenure: Minimum of 2 years of progressive experience in finance and administration.

Cycle Management: Demonstrated experience in the complete project finance cycle—from budgeting to audit preparation.

Logistics: Proven experience in managing procurement and administrative logistics.
3. Language & Competencies

English: Fluency (written and spoken) is essential for donor reporting.

Local Languages: Professional working proficiency in Amharic is required; Afaan Oromo is highly preferred for project liaison.

Organization: High attention to detail and a commitment to maintaining confidentiality and integrity.
