1. Background & Context

The Network of Ethiopian Women’s Associations (NEWA), established in 2003, is a national network of 53-member associations advocating for gender equality and women’s rights.

With support from the UN Trust Fund, NEWA is addressing the profound challenges of Sexual and Gender-Based Violence (SGBV) and Conflict-Related Sexual Violence (CRSV). While policy frameworks exist, this assessment targets the “Accountability Gap”—ensuring that protection, prevention, and response systems function effectively and transparently for survivors in conflict-affected regions.


2. Purpose & Objectives

The primary goal is to generate evidence-based insights to strengthen Ethiopia’s institutional and community-level accountability systems.

Major Objective

  • To assess existing formal and informal accountability mechanisms that measure and strengthen protection, prevention, and response to SGBV and CRSV at both federal and regional levels.

Specific Objectives

  • Mapping: Identify institutional, policy, and community-based accountability structures.

  • Evaluation: Assess how these systems ensure justice, transparency, and survivor participation.

  • Gap Analysis: Identify weaknesses in coordination, data collection, and service delivery.

  • Recommendation: Propose strategies for survivor-centered reforms.


3. Scope of Work

The selected consultant or firm will be responsible for:

  1. Framework Analysis: Reviewing judicial and administrative accountability structures.

  2. Coordination Assessment: Evaluating GBV sub-clusters, inter-ministerial committees, and support networks.

  3. Data Systems Audit: Examining the quality and accessibility of SGBV/CRSV performance monitoring.

  4. Stakeholder Engagement: Conducting Interviews (KIIs) and Focus Group Discussions (FGDs) with justice sectors, law enforcement, and survivor groups.


4. Deliverables

  • Inception Report: Detailed methodology, sampling strategy, and tools.

  • Draft Assessment Report: Preliminary findings for review.

  • Final Assessment Report: Comprehensive analysis with actionable recommendations and annexes.

  • 3 Policy Briefs: 10–15 page summaries tailored for policymakers and justice actors.

  • Raw Dataset: Full set of collected quantitative and qualitative data.


5. About You (Requirements)

Lead Consultant Criteria

  • Gender: For the purposes of this study, the lead consultant must be a woman.

  • Education: Minimum MSc/MA in Law, Gender Studies, Sociology, Human Rights, or related fields.

  • Experience: 5+ years of proven research experience in SGBV/CRSV or justice system reform.

Team & Firm Requirements

  • Representation: The team must have genuine women’s representation.

  • Skills: Expert qualitative/quantitative research skills and knowledge of ethical standards for working with survivors.

  • Context: Understanding of Ethiopia’s justice and humanitarian coordination structures. Fluency in English and Amharic is mandatory; local languages of the target regions are a plus.

  • Legal: Valid renewed trade license (2018/2026 Ethiopian Calendar), VAT, and TIN registration.
