Project: Improving legal and service response to SGBV in conflict-affected areas

1. Background & Context
The Network of Ethiopian Women’s Associations (NEWA), established in 2003, is a national network of 53-member associations advocating for gender equality and women’s rights.
With support from the UN Trust Fund, NEWA is addressing the profound challenges of Sexual and Gender-Based Violence (SGBV) and Conflict-Related Sexual Violence (CRSV). While policy frameworks exist, this assessment targets the “Accountability Gap”—ensuring that protection, prevention, and response systems function effectively and transparently for survivors in conflict-affected regions.
2. Purpose & Objectives
The primary goal is to generate evidence-based insights to strengthen Ethiopia’s institutional and community-level accountability systems.

-
Evaluation: Assess how these systems ensure justice, transparency, and survivor participation.

-
Stakeholder Engagement: Conducting Interviews (KIIs) and Focus Group Discussions (FGDs) with justice sectors, law enforcement, and survivor groups.
4. Deliverables
-
Inception Report: Detailed methodology, sampling strategy, and tools.

Draft Assessment Report: Preliminary findings for review.
-
Final Assessment Report: Comprehensive analysis with actionable recommendations and annexes.
