1. Organizational Background
Save Your Generation Ethiopia (SYGE) is a pioneering indigenous non-profit organization established in 1991. For over three decades, SYGE has led youth-focused interventions in human rights and vulnerable population protection.
As SYGE expands its operations under the WHH-EU supported project for SGBV response, the organization is seeking to modernize its internal management systems. This consultancy aims to create legally compliant, world-class frameworks for financial and human capital management.
2. Objectives of the Assignment
The primary goal is to draft and finalize two comprehensive, user-friendly manuals that align with Ethiopian Law and International Best Practices:
A. Finance Policies & Procedures Manual

Establish a robust financial control framework.

Define clear workflows for procurement, budgeting, and asset management.

Ensure 100% compliance with Proclamation No. 1113/2019 and donor requirements.
B. Human Resources (HR) Policies & Procedures Manual

Create a transparent framework for the entire employee lifecycle.

Align organizational practices with Labor Proclamation No. 1156/2019.

Define standards for recruitment, performance appraisals, and grievance handling.
3. Scope of Work
The consultant/firm will navigate through four distinct phases:

Inception & Gap Analysis: Reviewing current SYGE profiles and identifying areas of non-compliance or operational risk.

Policy Development: Drafting detailed chapters covering everything from Chart of Accounts and Audit Procedures to Onboarding and Separation Management.

Validation: Presenting drafts to the SYGE Management Committee and General Assembly for iterative feedback.

Handover & Orientation: Finalizing professionally edited manuals and conducting a one-day training session for SYGE staff.
4. Deliverables & Timeline

5. Consultant Profile & Requirements
Academic & Professional Experience

Education: Minimum of a Master’s Degree in MBA, Accounting, Finance, Law, or HR Management.

Tenure: 8–10 years of proven experience in policy development for the NGO sector in Ethiopia.

Legal Expertise: Demonstrated mastery of the Civil Society Proclamation, Labor Proclamation, and Tax Laws.
Core Skills

Technical Writing: Ability to produce clear, legally defensible English-language manuals.

Facilitation: Strong skills in conducting validation workshops and staff training.

Problem Solving: Ability to adapt international standards to the local operational context of indigenous NGOs.
