1. Assignment Overview

In alignment with the Seqota Declaration and the national Food and Nutrition Strategy, SOS Children’s Villages Ethiopia is seeking a high-level Technical Advisor.

This consultant will be embedded within the Federal Ministry of Health (FMoH) to strengthen the governance architecture of the Nutrition-Centric Humanitarian-Development-Peace Triple Nexus (NC-HDPTN). The primary focus is the establishment and operationalization of the Food System & Nutrition Council (FSNC) in the Borena Zone, ensuring a seamless linkage between federal policy and local implementation.


2. Scope of Work

The Technical Advisor will lead the development of governance instruments and coordination architectures across the following areas:

  • Governance Architecture: Draft and finalize ToRs for FSNC Councils and Technical Working Groups (TWGs) at Zonal, Woreda, and Kebele levels.

  • Operational Tools: Develop functionality scorecards, reporting templates, and multi-sectoral referral pathways.

  • MEAL Framework: Tailor a Monitoring, Evaluation, Accountability, and Learning (MEAL) system aligned with the Unified Nutrition Information System for Ethiopia (UNISE).

  • Advocacy & Communication: Create guidelines to position the NC-HDPTN platforms within national and sub-national governance structures.

  • Institutional Rollout: Facilitate the formal launch of 12 Kebele-level FSNC platforms in Moyale and provide technical training to local experts.

4. Consultant Profile

Academic & Experience Requirements

  • Education: Advanced degree (Master’s or Ph.D.) in Public Health, Nutrition, Food Systems, Public Policy, or related fields.

  • Experience: Minimum of 10 years of progressive experience in multi-sectoral nutrition programming and institutional strengthening.

  • Technical Expertise: Proven ability to develop SOPs, referral systems, and MEAL frameworks within the Ethiopian federal context (FMoH experience strongly preferred).

Core Skills

  • Nexus Thinking: Deep understanding of the Humanitarian-Development-Peace triple nexus.

  • Facilitation: Excellence in high-level stakeholder engagement and federal-to-local coordination.

  • Analytical Writing: Ability to produce policy-ready institutional reference documents.


5. Logistical Arrangements

  • Base: Seconded to FMoH, Addis Ababa, with institutional access provided by the Ministry.

  • Equipment: The Advisor must provide their own professional equipment (laptop, etc.).

  • Travel: Field missions to Borena will be jointly coordinated by FMoH and SOS CVE.

  • Proprietary Rights: All developed materials remain the exclusive property of FMoH.
