Assignment Objective

The EWLA General Assembly is recruiting a qualified independent external audit firm for a three-year framework agreement. The auditor will express a professional opinion on EWLA’s annual financial statements in accordance with IPSAS, ISA, and Civil Society Organizations Proclamation No. 1113/2019.

Scope of Work

• Financial Audit: Audit of Statement of Financial Position, Performance, Cash Flows, and Notes.

• Records Review: Examination of ledgers, reconciliations, payroll, fixed asset registers, and donor grant agreements.

• Compliance: Assessment of adherence to tax/labor laws, EWLA manuals, and donor requirements.

• Internal Controls: Review of procurement systems, cash management, asset safeguarding, and segregation of duties.

• Fraud Risk: Evaluation of risks related to misuse of funds or material misstatement.

Qualifications & Requirements

• Licensing: Valid audit license to practice in Ethiopia and registered with relevant regulatory authorities.

• Experience: At least 5 years of audit experience, specifically with NGOs, CSOs, or donor-funded projects.

• Staffing: Team must consist of qualified professional staff (CPA, ACCA, or Chartered Accountants).

• Independence: Must be fully independent of EWLA management and governance bodies.

• Standards: Proven ability to audit under IPSAS and ISA frameworks.

Deliverables (Annual)

1. Draft Audited Financial Statements and Management Letter.

2. Signed Independent Auditor’s Report.

3. Final Management Letter and Internal Control Report.

4. Presentation of findings to EWLA Management and the General Assembly.
