Caritas Switzerland invites eligible and qualified contractors to submit sealed and stamped bids for site preparation, construction, installation, testing, and handover for:

• 28 Processing Shades (Type 1): 50m² each | Ref No: CACH-4821

• 100 Market Shades (Type 4): 16m² each | Ref No: CACH-4820

Lotting Arrangement

The project is divided into five geographic lots. Bidders may compete for a maximum of two (2) lots, which will be evaluated independently.

Eligibility & Technical Requirements

Interested companies must provide the following documentation to collect bidding documents and qualify:

• Licensing: Valid and renewed trade license.

• Classification: Contractor Registration Certificate Grade 5 or higher.

• Tax Compliance: Valid VAT registration, TIN certificate, and an updated Tax Clearance Certificate.

• Official Clearances: A government recognition letter allowing bid participation.

• Bid Security: A bank-issued Cash Payment Order (CPO) amounting to 2% of the total bid price addressed to Caritas Switzerland.

• Asset (Optional): A site visit confirmation letter from the responsible government body attached to the technical proposal is beneficial.

Evaluation Criteria

Bids are reviewed using a dual-envelope layout:

• Technical Evaluation Weight: 70% (A minimum score of 75% on technical capability is required to pass).

• Financial Evaluation Weight: 30% (Financial offers must be submitted in Ethiopian Birr [ETB] based on the official BoQs).

Dossier Collection

Bidding documents can be picked up at the CACH office from June 05, 2026, onward during regular working hours (9:00 AM to 4:00 PM EAT).

Submission Protocol

Completed technical and financial offers must be placed into separate, sealed envelopes and delivered to the physical headquarters on or before July 02, 2026, at 12:00 PM EAT. Late entries will be rejected automatically.
