Development Expertise Center (DEC) is a prominent national Civil Society Organization (CSO) registered in Ethiopia. The organization runs five major strategic programs: Child Well-being and Education Development, Gender and Life Skill Development, Employable Skills Development, Advocacy, and Humanitarian Emergency Programs. DEC actively operates across seven National Regional States and one city administration, including Amhara, Afar, Oromia, Tigray, South West Ethiopia, Gambela, Benishangul Gumuz, and the Addis Ababa City Administration.
Job Summary
The Junior Finance Officer will manage the project’s day-to-day financial transactions, facilitate timely payments, handle payroll, and support audit processes, ensuring strict compliance with financial policies and accurate documentation. The role requires extreme attention to detail, strong organizational skills, and the ability to maintain transparent financial records while providing reliable operational support to the project’s overall financial management framework.

Roles and Responsibilities
Financial Accounting & Ledger Management

Prepare and reconcile general bank statements regularly.

Ensure all financial transactions are properly verified, recorded, and entered into the computerized accounting system.

Prepare accurate income statements and balance sheets.

Maintain systematic financial files and records while overseeing accounts payable and accounts receivable logs.

Reconcile accounts payable, accounts receivable, and weekly cash deposits.
Payroll, Procurement & Project Controls

Prepare project payroll and review the tabulation, monitoring, and distribution of payroll costs to the appropriate general ledger accounts.

Issue, code, and authorize institutional purchase orders.

Manage the distribution of utility bills and the collections of outstanding accounts.

Handle the financial settlement of advances made to partners and prepare reimbursement requests, expenditure reports, and related documentation.

Monitor grant-related expenditures and ledgers, and compile detailed annual expenditure reports.

Provide necessary documentation and technical support to external auditors during review exercises.

Qualifications and Requirements
Educational Background & Experience

BA Degree in Accounting and Finance from an accredited institution.

Minimum of 5 years of direct, proven work experience specifically within a Non-Governmental Organization (NGO/CSO) environment.
Technical & Soft Skills

Software Competency: Advanced PC skills, with expert knowledge of MS Word and MS Excel, alongside direct knowledge of Peachtree Accounting.

Financial Frameworks: Advanced operational skills in International Public Sector Accounting Standards (IPSAS).

Compliance Knowledge: Clear understanding of government grants, compliance frameworks, and public contracting procedures.

Core Competencies: Strong foundational skills in Accounting and Business Development.

Communication: Excellent written and verbal communication skills.
