Job Summary

The Finance Manager is responsible for providing timely, accurate, and relevant financial information to manage operations effectively. This role leads month-end financial processing and works closely with direct reports, the Dublin-based International Accounting Services function, and the wider Finance team. Key focus areas include managing treasury activities, receivables, payables, disbursements, and cash forecasting, while supporting strong internal controls and donor compliance.

Key Responsibilities

  • Financial Management & Reporting: Maintain accurate financial records, manage system entries in MGP, run BI360 reports, and review foreign exchange transactions. Support annual and revised budget preparations.

  • Month-End Processing: Coordinate cash and bank books, journals, payroll postings, reconciliations, cost allocations, prepayments, and balance sheet updates.

  • Treasury & Cash Flow: Oversee cash, bank, and petty cash systems under strong internal controls. Review disbursement requests for correct coding, proper approval, donor compliance, and withholding tax requirements. Coordinate cash transfers and monthly cash forecasts.

  • Staff Management & Capacity Building: Supervise, coach, and appraise direct reports. Train staff and local implementing partners on financial controls, organizational procedures, and donor guidelines.

  • Audits & Compliance: Support donor, internal, and external audits, coordinate timely management responses, and enforce audit recommendations.

  • Emergency Response & Values: Uphold Concern’s core values regarding equality, diversity, inclusion, and safeguarding. Actively participate in emergency responses as required.

About You

  • Education & Professional Qualifications: Part-qualified accountant (CA, CMA, ACCA, or CPA) OR a Master’s degree in Finance or a related field.

  • Experience Guidelines: Relevant experience in general ledger management, preferably within an International Non-Governmental Organization (INGO) environment:

    • Professionally Qualified: More than 3 years of experience.

    • Master’s Degree Holder: Minimum 5 years of experience.

    • Bachelor’s Degree Holder: Minimum 10 years of experience.

  • Technical Skills: Highly computer literate with strong knowledge of Microsoft Excel and enterprise accounting packages.

  • Languages: Fluency in English with excellent communication skills.

  • Core Competencies: Creative thinking, active problem-solving, strong management and prioritization skills under tight deadlines, high level of honesty, integrity, and cross-cultural sensitivity.
