Job Title: AMR Surveillance System Data Manager / Officer

Work Place: Ethiopian Public Health Institute (EPHI)

Reporting To: Infectious Disease Research Directorate TB, Fungus, and Other Bacterial Diseases Research Division (TBFAOBDRD)

Terms of Employment: Contract (One year with a possibility of extension based on performance and budget)

Salary: As per MoF Contract Staff Salary Scale (commensurate with education and experience)

Background

Antimicrobial resistance (AMR) is a global public health threat and a top priority in Ethiopia. EPHI’s national AMR surveillance program has expanded significantly since 2017, currently managing data from 26 surveillance sites with plans to scale up to 41 sites over the next three years.

The Data Manager will handle national AMR surveillance data management issues, assist local sites with specialized WHONET data entry, clean and analyze complex datasets, and collaborate closely with the AMR surveillance coordination team to report findings to national stakeholders and international partners.

Key Responsibilities

  • Data Architecture & Management: Develop and implement Data Management Plans (DMP), SOPs, and tracking tools. Establish strict data quality standards and ensure data flows timely and securely from surveillance sites into the national repository.

  • System Automation & Platforms: Create data entry platforms, dictionary configurations, and handle data migration or interchange tasks between systems. Use specialized software like WHONET, Backlink, and advanced MS Excel/Office frameworks.

  • Site Monitoring & Technical Support: Conduct weekly follow-ups with field sites via phone to monitor project entry progress. Provide hands-on site support for data cleaning, organizing, and encoding, while giving actionable monthly data quality feedback.

  • Statistical Analysis & Reporting: Perform advanced statistical analysis on heterogeneous epidemiology, biomedical, and evaluation datasets. Utilize standard analytics software packages such as CSPro, Epi Info, SPSS, R, or Stata.

  • Capacity Building: Coordinate, design, and lead technical data management training at central, regional, and facility levels, including the creation of high-quality training manuals.

  • Grant Writing & Compliance: Write competitive technical funding grants to expand resources. Maintain full compliance with institutional, local, and national data sharing and confidentiality policies.

About You

Requirements & Qualifications

  • Education: MSc degree in Biostatistics, Information Systems, or a closely related field of study.

  • Experience: 6 years or more of demonstrated professional data management experience, preferably dealing with public health, surveillance systems, or research data environments.

Core Competencies & Desired Skills

  • Technical Skills: Advanced mastery of data science and enterprise data management frameworks (ERP/E-data systems). Strong familiarity with computer systems and operations.

  • Analytics Software: Ability to operate specialized statistics software packages tailored to medical and biological tracking workloads.

  • Soft Skills: Proven operational coordination skills, ability to schedule and organize high volumes of data entry workloads, and strong professional communication skills.

  • Strategic Capability: Demonstrable track record or capability in winning competitive organizational grants.
