Job Summary

Samaritan’s Purse is seeking a dedicated Finance Officer to ensure the financial health, regulatory compliance, and operational integrity of its field accounting activities. Operating in a fluid security environment, this role is responsible for executing day-to-day transaction processing, daily cash liquidations, tax declarations, and internal audit preparations. The position demands a combination of technical accounting accuracy and a dedicated, serving spirit aligned with the organization’s core values.

Key Responsibilities

  • Financial Controls & System Integrity: Implement corporate accounting protocols over all cash operations. Verify that all field-level transactions, payment vouchers, Field Expense Reports (FERs), and cash advances comply with internal policies.

  • Cash Flow & Disbursals: Collaborate with project managers to build cash forecasts and ensure healthy capital reserves. Process payments via physical cash, checks, wire transfers, and digital platforms like telebirr.

  • Daily Reconciliation & Custodianship: Complete full daily cash-on-hand reconciliations, immediately investigating and documenting any over/under variances. Administer and close out employee and partner cash advances against legitimate receipts.

  • Taxation & Compliance: Calculate, deduct, and document withholding tax liabilities on payment declarations in absolute alignment with the Ethiopian Revenues and Customs Authority (ERCA).

  • Audit & Archiving: Support internal and external audit reviews by collecting documentation, scanning financial records, and maintaining clean, audit-ready physical and digital repositories.

  • Liaison & Support: Cultivate healthy day-to-day administrative relationships with partner banks and regional tax bureaus. Provide financial policy orientation, coaching, and guidance to base staff.


About You

Academic Qualifications & Experience

  • Education: Bachelor of Arts (BA) degree in Accounting, Finance, or Business Management.

  • Professional Track Record: 3 to 4 years of professional finance experience, with a heavy preference for individuals coming from an NGO/INGO operational backdrop.

Essential Languages

  • Full professional proficiency in English and Amharic.

  • Practical knowledge of regional languages or other national tongues is a distinct advantage.

Critical Skills & Behavioral Competencies

  • Technical Mindset: Strong baseline accounting knowledge with robust financial analysis skills and intermediate-to-advanced command of Microsoft Excel.

  • Adaptability: Proven capacity to manage multiple conflicting requests simultaneously in a fast-paced environment with a highly fluid security context.

  • Interpersonal Nature: A humble team player with the cultural sensitivity required to interface effectively with displaced communities and multi-ethnic base teams.

  • Mission Alignment: Willingness to abide by the organization’s strict ethical code of conduct, safeguarding frameworks (both child and adult), and Statement of Faith.

Physical & Environmental Context

  • Must be physically capable of frequent field travels under variable climatic conditions. The role involves routine office work alongside active operational environments (including noise from workshops), occasionally requiring manual logistics management (lifting up to 100 lbs with reasonable accommodations).
