About the Association

The Ethiopian Muslim Legal Professional Association (EMLA) is a non-profit Islamic civic organization established by a diverse network of Ethiopian Muslim legal professionals committed to address the legal challenges faced by Ethiopian Muslims and to ensure equality, justice, and rule of law for the Muslim community and all Ethiopians. EMLA was officially established on March 2025.


Position Summary

The Research, Publication and Training Officer is responsible for leading and coordinating the Association’s research, knowledge management, publication, and capacity-building activities. The position aims to advance evidence-based advocacy, legal scholarship, professional development, and institutional learning by conducting research, producing high-quality publications, and organizing training programs that contribute to the promotion of justice, human rights, rule of law, and the professional development of Muslim legal professionals in Ethiopia.


Key Duties and Responsibilities

Research and Policy Analysis

  • Design and conduct legal, policy, governance, and human rights research projects relevant to the Association’s mission.

  • Identify emerging legal, social, and policy issues affecting Muslim communities and the broader Ethiopian society.

  • Prepare research proposals, concept notes, policy briefs, discussion papers, and analytical reports.

  • Conduct literature reviews, legal analyses, case studies, and empirical research.

  • Coordinate data collection, analysis, and validation processes.

  • Monitor developments in national, regional, and international legal frameworks and jurisprudence.

Publication and Knowledge Management

  • Develop and implement the Association’s publication strategy.

  • Prepare, edit, and publish research reports, policy papers, legal commentaries, newsletters, journals, and training materials.

  • Ensure quality control and adherence to academic and professional publication standards.

  • Manage the Association’s research database, resource center, and knowledge repositories.

  • Coordinate peer-review and editorial processes where applicable.

  • Document best practices, lessons learned, and institutional knowledge.

Training and Capacity Building

  • Conduct training needs assessments for members and stakeholders.

  • Design training curricula, manuals, toolkits, and learning materials.

  • Organize and facilitate trainings, workshops, seminars, conferences, and continuing legal education programs.

  • Coordinate trainers, facilitators, and subject-matter experts.

  • Evaluate training effectiveness and prepare post-training reports.

  • Develop professional development initiatives for members of the Association.

Advocacy and Stakeholder Engagement

  • Provide research support for the Association’s advocacy and public engagement initiatives.

  • Build partnerships with universities, research institutions, professional associations, civil society organizations, and government institutions.

  • Represent the Association in relevant forums, workshops, conferences, and academic events.

  • Contribute to evidence-based policy dialogue and public awareness initiatives.

Monitoring, Reporting, and Resource Mobilization

  • Prepare periodic research, publication, and training activity reports.

  • Support grant proposal development and fundraising efforts related to research and capacity-building programs.

  • Monitor project implementation and ensure compliance with donor and organizational requirements.


About You

Educational Qualifications

  • Required: Bachelor’s Degree in LLB, Political Science and International Relations, Governance and Development Studies, Public Policy, Sociology, Social Anthropology, Development Studies, Journalism and Communication, or related social science disciplines.

  • Preferred: Master’s Degree in Law (LLM), Public Policy, Governance, Development Studies, Political Science, Research Methods, Sociology, International Relations, or related fields.

Work Experience

  • Required: Minimum of 3 years of relevant professional experience for Bachelor’s Degree holders, or a minimum of 1 year of relevant professional experience for Master’s Degree holders.

  • Relevant Experience Includes: Legal and policy research, academic or institutional research, publication and editorial work, training design and facilitation, capacity-building programs, advocacy and policy analysis, monitoring and evaluation, and knowledge management.
