Request for Proposals: Assessment of Supply–Demand Imbalances in Overseas Employment
1. Background & Rationale
While the risks of overseas domestic work are well-documented, there is a significant knowledge gap regarding the structural mismatch between the supply of Ethiopian workers and the demand requirements in destination countries.
This study (2023–2026) shifts focus to the labor market dynamics and system-level constraints that influence migration patterns and the use of informal channels.
2. Objectives

Assess the supply pipeline: Analyze training outputs and regional distribution of domestic workers.

Analyze demand trends: Study requirements in the UAE, Saudi Arabia, and Kuwait.

Identify mismatches: Evaluate gaps between worker skills/certifications and employer expectations.

System Evaluation: Identify institutional bottlenecks in the deployment pipeline.

Policy Recommendations: Develop evidence-based strategies to improve matching efficiency.
3. Scope of the Study

Functional: Food preparation, housekeeping, childcare, and elderly care.

Geographic: National-level Ethiopia (with focus on Amhara, Oromia, Tigray, South/Central Ethiopia) and destination countries (UAE, Saudi, Kuwait).

Methodology: Mixed-methods (Quantitative data analysis + Qualitative KIIs and FGDs).
4. Deliverables & Timeline
The total duration of the study is approximately 21 weeks, including:

5. Selection Criteria
Consultants/Firms will be evaluated on:

Expertise: Senior researchers with a background in migration, labor studies, or social research.

Knowledge: Proven understanding of Ethiopian labor systems and Gulf country labor laws.

Methodology: Quality of the mixed-method research design and sampling strategy.

Execution: Realistic work plan and risk mitigation strategies.
