About Cheshire Ethiopia
Cheshire Ethiopia (CE) is Ethiopia’s pioneer disability and development NGO, established in 1962. Registered under CSO Proclamation No. 1113/2019, CE delivers rights-based, inclusive rehabilitation services to persons with disabilities — particularly children aged 5–18 — through center- based, mobile outreach, and community-based modalities across 38+ locations in 9 regions.
CE’s vision is to become the “African hub of excellence in comprehensive rights-based disability rehabilitation.” Its key partners include CBM
International, Liliane Fonds, LFTW, and Ethiopiaid
Why This Consultancy?
CE’s 2021–2025 Strategic Plan is concluding. A comprehensive, integrated institutional review and development exercise is now required to:
Evaluate the performance of the outgoing SP;
Develop a robust new 5-year Strategic Plan (2026–2030);
Redesign the organizational structure, salary scale, and job descriptions to align with the new strategy.
CE seeks a world-class consulting firm to deliver all three pillars as one integrated assignment

About You
Mandatory Firm-Level Requirements
Legally registered consulting firm with valid business license and tax clearance.
Minimum 7 years’ institutional experience in
SP and/or OD assignments.
Demonstrated experience with disability, health, or inclusive development NGOs.
Verifiable INGO-level assignment experience (e.g. CBM, Plan International, Save the Children, CARE, Humanity & Inclusion, GIZ, USAID-funded orgs, WHO,or equivalent).
Minimum 2 formal Recommendation Letters from INGOs on official letterhead, signed by an authorized representative, referencing quality of work — MANDATORY.
Full availability of all proposed key experts for the assignment duration.
Required Documents
Cover Letter — signed by the firm’s authorized representative
Firm Profile — registration, history, specializations, governance
Technical Proposal — methodology, understanding of all 3 pillars, phased work plan
CVs of all key team members — demonstrating pillar-specific expertise
INGO Recommendation Letters — minimum 2, official letterhead, signed, verifiable (MANDATORY)
Evidence of INGO Assignments — sample reports or completion certificates from ≥2 INGO-level assignments
Three (3) Professional References — with contact names, email and phone
Financial Proposal (sealed, separate) — itemized fees per expert, logistics, gross total
Declaration of Independence — signed conflict of interest declaration
