About the Call
Background
Gayo Pastoral Development Initiative (GPDI) is a non-governmental, non-political, not-for-profit, and indigenous organization committed to promoting sustainable livelihoods and self-reliance among pastoral communities in Ethiopia. In partnership with SOS-CVE, GPDI seeks a qualified consultant to design and deliver conflict early warning, response, and information systems that will strengthen local capacities to prevent, manage, and resolve both inter- and intra-community conflicts. This initiative forms part of the “CORE Project,” funded by the Ministry of Foreign Affairs (MFA) of Luxembourg, which aims to improve food and nutrition security for conflict- and drought-affected vulnerable populations in the Moyale district of the Borana Zone, Oromia Regional State.
Through this endeavor, the project will advance peacebuilding efforts that are community-owned, inclusive, visible, and embedded in daily life, ensuring sustainability at the grassroots level. It will also foster bridges of trust and cooperation across ethnic and regional divisions, reinforcing resilience and social cohesion in Moyale.
Purpose of the Consultancy
The consultancy will undertake a comprehensive conflict assessment to identify the underlying causes of disputes, the actors involved, and the traditional mechanisms currently used for resolution. Findings will inform the number and composition of peace committees or traditional structures and community ambassadors that needs to be established or reinforced, and the minimum core information and indicators that are required to enable an effective early warning local system in the conflict-prone areas of Moyale district. The consultant will design information-sharing systems, tools or SOPs that link kebele-level alerts with district, zonal, and regional peace and security structures, ensuring that warning signals prompt timely and coordinated responses. In addition, as part of this engagement, the consultant will facilitate the development of additional SMART peace-related indicators at the outcome, output, and activity/input levels. These indicators will complement those already included in the project results framework and will be designed for measurement at both baseline and end-line.
The field assessment will emphasize equipping CORE project team and the local communities with practical tools, contextual knowledge, coordination mechanisms, and institutional linkages that transform peacebuilding from a reactive process into a proactive and sustainable practice.
Field Assessment Details
Location: Moyale-Ethiopia
Dates: February 20, 2026, to March 31, 2026
Engagement areas: 13 NC-HDP kebeles across the Moyale district
Respondents/participants: All the stakeholders for local peacebuilding issues, such as women, youth, local elders, Gada institutions, community representatives, pastoral dropouts, migrants, peace/security sectors (e.g., peace offices, justice, police, and administration), peace actors, donors, partners, consultants, researchers, and more.
Format: Assessment, validation, training/capacity building and dissemination of the findings.
Scope of the Work
Field assessment: Conduct a field assessment across the 13 NC-HDP kebeles in Moyale district.
Develop various tools/SOPs, SMART indicators and curriculum/module: Prepare and provide various tools, additional indicators that can be measured at Outcome, Output, Activity/input level and comprehensive, well-structured, and training module to be used for peace building activities
Capacity building: Provide Training of Trainers (ToT) for GPDI project and SOS-CVE staff to roll out conflict early warning and response approaches across kebeles.
Validation workshop: Organize and conduct a one-day validation workshop in Moyale to review and refine consultancy findings with stakeholders.

Participatory conflict mapping and scenario planning tools to identify local risks and triggers.
Development of SOPs/MoUs on shared resource management and identification of local conflict resolution procedures/practices.
Proposal of minimum early warning indicators/data to be integrated into the peace committees’ planning and response systems.
Proposal of additional SMART peace related indicators that can be incorporated to the CORE project result chain & measured at baseline & end line (indicators at Outcome, Outputs, Activity/input)
Stakeholder mapping of peacebuilding actors, influencers, and groups; that help to determine the number, composition and mandate of peace committees that are going to be established or strengthen by the CORE project
Design of information flows linking district conflict structures to regional peace/security systems for rapid response.
Develop training toolkit on peace/conflict resolution, mediation, and negotiation skills and provide Training of Trainers (ToT) for GPDI and SOS-CVE project project staff
Workshop proceeding & dissemination
Conduct and compile a workshop proceedings report, validate the core deliverables of the consultancy, and facilitate the dissemination of these outputs to the CORE Project and relevant stakeholders.

Reporting and Supervision
The consultant will report directly to the GPDI Peacebuilding and Social Cohesion Officer and work in close collaboration with technical backstopping teams from the government peace and security sectors and GPDI Borena Field office, Impact Manager.
About You
Required Qualifications and Selection Criteria
Applicants must meet the following minimum qualifications:
Academic Background
The applicant consultancy firm team leader shall have an advanced degree from recognized institutions/universities in peace studies, conflict resolution, political science, law, and international relations.
Related field MA degree and above in the above-mentioned fields are an asset.
Professional Experience
Minimum of 3 years’ experience in designing and delivering training or assessments on peacebuilding, conflict prevention, or early warning systems.
Demonstrated experience working with government institutions and multi-level stakeholders.
Proven knowledge and experience about the Triple Nexus-HDP approaches, gender inclusion, establishing and strengthening Community-Based Organizations (CBOs) and Community Development Associations (CDAs), and providing/facilitating the best platforms to integrate CDAs, CBOs, and the community to ensure that long-term humanitarian, livelihood, food security and nutrition, and local peace-related issues are addressed.
Contextual Knowledge
Proven understanding of Oromia’s regional dynamics, particularly in Borana pastoral contexts.
Familiarity with conflict-sensitive approaches and culturally responsive facilitation in conflict prone areas.
Skills and Competencies
Strong project designing, implementation, and analytical skills
Excellent communication and report-writing abilities
The long-term experience of working with communities, partners, donors, and other stakeholders.
Fluency in the English language and Afaan Oromoo is mandatory.
