1. Background & Purpose

Light for the World is an international disability and development organization working to advance inclusive societies where persons with disabilities participate fully and equally. The We Can Work program focuses on economic empowerment and employment inclusion for youth with disabilities across Africa through advocacy, awareness, and capacity-building.

To strengthen communication impact and expand outreach among young digital audiences, Light for the World seeks to engage two (2) TikTok influencers through a competitive procurement process. The consultants will support awareness campaigns, disability-inclusion messaging, and the promotion of the 2026 International Day of Persons with Disabilities.

2. Scope of Work & Deliverables

The selected consultants will be expected to perform the following core activities from August 1 to December 30, 2026:

  • Digital Advocacy: Communicate key disability rights, economic inclusion, and progressive workplace messaging via TikTok.

  • Content Production: Produce and post 5 original, high-quality TikTok videos (1 video content per month, 2–3 minutes each) on their active personal accounts.

  • Campaign Participation: Attend and cover key program events or digital advocacy campaigns as requested by Light for the World (travel accommodation and per diems will be covered by the organization).

  • Reporting: Submit monthly analytical reports detailing video outputs, reach, impressions, engagement metrics (likes, shares, comments), and qualitative audience feedback.

3. Bidder Eligibility & Minimum Qualifications

Bidders must strictly meet the following criteria to be considered for technical evaluation:

  • Target Group: This specific consultancy is exclusively open to Male and Female Persons with Disabilities.

  • Digital Metrics: Must possess an active, verifiable TikTok account with a minimum follower threshold of 20,000 followers and clear evidence of consistent organic engagement.

  • Ethical Alignment: Strong personal commitment to social justice, disability inclusion, equality, and respectful communication. Content must be entirely free from harmful stereotypes or discriminatory narratives.

  • Experience: 1 to 3 years of proven experience creating creative video content, social campaigns, or public-interest messaging.

  • Administrative: Must have the ability to issue valid receipts/invoices aligned with local Ethiopian regulations.

4. Bid Submission Requirements

Interested bidders must submit a complete, sealed bid package divided into two distinct components:

A. Technical Proposal

  • Influencer Profile: Detailed bio, account niche, and verifiable audience demographics.

  • Account Proof: Active TikTok account link, username, a QR code linking directly to the account, and selected sample videos demonstrating creative reach.

  • Disability Documentation: Medically approved physical disability documentation or proof of visible physical disability.

  • Campaign Approach: A description of the proposed content strategy, tone, and a structured work plan outlining the 5-month content schedule.

  • Administrative Documents: Copies of valid business licenses.

B. Financial Proposal

  • Currency: Must be submitted strictly in Ethiopian Birr (ETB).

  • Breakdown: Detail the total cost for the 5-month contract period alongside a transparent cost-per-video breakdown.

  • Taxation: Clearly specify all cost items including VAT.

  • License Note: A business license in multi-media production is required for corporate submissions.

  • Note: All localized travel, accommodation, and related field costs will be covered by the production firm/consultant within their framework, except where explicitly specified as provided by the organization.

5. Ethical & Safeguarding Requirements

All content created under this consultancy must represent persons with disabilities with dignity, respect, and accuracy. The selected consultants must fully comply with Light for the World’s safeguarding, Do-No-Harm, branding, and communication guidelines. Non-compliance with these ethical baselines will result in immediate contract termination.
