About the Job

The primary objective of this consultancy is to assess the feasibility of recruitment linkages between medium and large enterprises (MLEs)—with a specific focus on the Manufacturing and Service sectors—and digital job matching platforms in Ethiopia.

The consultant will provide strategic recommendations to design interventions for outsourcing through digital platforms to enhance labor market efficiency in Addis Ababa.


Consultancy Team Requirements

A. Team Lead: Labor Market/MSD Specialist

  • Experience & Expertise:

    • Tenure: 7+ years in Market Systems Development (MSD) or Private Sector Development.

    • Specialization: At least 3 years specifically in labor market systems or enterprise development.

    • Track Record: Must have led at least two feasibility or commercial model design studies.

  • Key Competencies:

    • Stakeholder Management: Proven facilitation with MLEs and government entities (e.g., MoLS).

    • Workshop Design: Experience in leading co-design workshops with private sector actors.

    • Documentation: Strong synthesis skills with a portfolio of inception and final reports.

  • Education:

    • Master’s degree in Economics, Public Policy, Business, or a related field.

B. Mandatory Qualifications & Evidence

  • Project History:

    • Completion of 2 relevant assignments in the last 5 years (must include Title, Client, Role, and Outcome).

    • At least two feasibility studies that resulted in implemented pilots or signed agreements.

  • Technical Capabilities:

    • Proven financial modeling of service or platform-based business models.

    • Hands-on experience with digital data systems, dashboards, and MIS/Digital MERL platforms.

    • Proficiency in Adobe Creative Suite (Illustrator, Photoshop, InDesign) for high-quality reporting.


Required Skills

  • Analytical: * Market Systems Development (MSD) methodology.

    • Financial modeling and commercial sustainability analysis.

  • Digital: * Experience with Digital Job Matching Platforms.

    • Data visualization and dashboard management.

  • Soft Skills: * High-level negotiation and stakeholder facilitation.
