The organization has been operating in Ethiopia since 2006, with its country office located in Addis Ababa. Currently, Brooke implements animal welfare and health improvement programs in three regions of Ethiopia.
PURPOSE OF THE ROLE
To provide financial and administrative support to the Woreda team, including processing payments, recording transactions, maintaining financial records, facilitating procurement of goods and services, assisting with administrative duties, and ensuring proper office management and supply maintenance.
KEY RESPONSIBILITIES
FINANCE ADMINISTRATION
• Properly code and record field office expenditures and related transactions.
• Receive payment requests, verify supporting documents, and prepare payment vouchers and cheques.
• Safely maintain cheque books.
• Process payments against valid receipts, invoices, and signatures.
• Follow up and ensure timely settlement of working advances.
• Conduct monthly stock counts.
• Record all field office transactions in the Excel-based financial system and submit monthly summaries with supporting documents.
• Prepare monthly bank reconciliations.
• Ensure timely payment of government taxes and fees.
• Review outstanding advances and follow up for settlement.
• Verify receipts, invoices, and petty cash payments.
• Maintain accurate records of goods received and issued.
• Participate in annual stock and fixed asset counts.
• Maintain memorandum records for long-term assets.
• Organize financial files and records for easy retrieval.
• Assist in budgeting, forecasting, and budget request follow-up.
• Monitor the field office budget.
• Advise staff on financial policies, procedures, and procurement regulations.
• Maintain fixed asset and asset movement registers.
• Record and update fixed asset information regularly.
• Ensure compliance with Brooke financial standards, policies, and procurement regulations.
PROCUREMENT ADMINISTRATION
• Manage procurement activities at the field office level.
• Lead the field office procurement committee.
• Prepare and review procurement specifications and documentation.
• Raise purchase requisitions and purchase orders.
• Ensure value-for-money procurement practices.
• Establish and administer contracts and purchase orders.
• Monitor vendor performance and compliance with specifications.
• Maintain organized procurement files and records.
HR ADMINISTRATION
• Ensure timely renewal or termination of staff contracts.
• Coordinate with the Addis Ababa HR & Administration Coordinator on HR matters.
• Prepare annual leave plans and monitor implementation.
• Maintain leave records and personal files.
• Prepare monthly HR statistical reports.
• Maintain personnel records at the field office level.
GENERAL ADMINISTRATION
• Ensure appropriate office safety and security measures.
• Maintain office cleanliness and minimize risks.
• Keep records of stock movement and supply consumption.
• Facilitate replenishment of office supplies and stock.
• Review vehicle logbooks for completeness and accuracy.
• Monitor vehicle fueling, maintenance, and servicing.
• Implement efficient vehicle booking and utilization systems.
• Assign vehicles in consultation with the Team Leader.
• Ensure compliance with vehicle management and driving policies.
• Perform additional duties assigned by the Line Manager.
PERSON SPECIFICATION
Education and Experience
• First Degree in Accounting, Finance, Business Administration, or Management with 4 years of relevant experience; OR
• Diploma in Accounting, Finance, Business Administration, or Management with 6 years of relevant experience.
Essential Requirements
• Experience in accounting and/or bookkeeping.
• Good working knowledge of Excel, Word, and Outlook.
• Direct hands-on experience in finance, office administration, and/or secretarial roles.
• Excellent written and verbal communication skills.
• Ability to work under pressure and meet deadlines.
• Strong organizational and multitasking skills.
• Ability to work independently and as part of a small team.
Desirable Requirements
• Accounting and/or bookkeeping training or professional qualifications.
• Experience working in a charity or voluntary sector environment.
• Experience using SUN systems or other accounting software packages.
