Job Summary

As a key member of the Country Management Team (CMT), the Finance Coordinator is responsible for defining, coordinating, and monitoring the implementation of financial strategies, internal controls, and legal compliance for the MSF mission in Ethiopia.

You will provide accurate, transparent, and reliable financial information regarding resource allocation while overseeing the financial setup for the new OCG Mission opening. This role ensures that all operations align with MSF protocols, international standards, and the Ethiopian national legal framework.


Key Responsibilities

1. Strategic Financial Leadership

  • Mission Strategy: Collaborate with the Head of Mission to define financial strategies and assess/mitigate mission-wide risks.

  • New Mission Setup: Guide the opening of the OCG Mission in Ethiopia by establishing the financial pillar and implementing proper OCG procedures.

  • Budget Ownership: Promote financial awareness among non-finance managers and ensure budgets remain relevant to operational challenges.

2. Treasury & Accounting Management

  • Treasury Oversight: Manage the mission’s entire accounting system, including cash flow between bank accounts and mobile payment wallets.

  • Bank Relationships: Manage local bank accounts, fund transfers, and relationships with financial institutions.

  • Financial Closing: Oversee monthly and yearly account closings to ensure they reflect the financial reality of the mission.

3. Compliance & Risk Mitigation

  • Legal Framework: Ensure strict adherence to Ethiopian Tax legislation (PIT, Withholding Tax) and MSF internal control standards.

  • Anti-Fraud: Implement and enforce anti-fraud and anti-corruption policies.

  • Donor Relations: Coordinate funding agreements, prepare proposals, and manage financial reports for various donors in collaboration with HQ.

4. Team Management & HR

  • Leadership: Recruit, supervise, and develop the Finance team, aligning roles with OCG standards.

  • Capacity Building: Provide coaching, performance management, and technical training to ensure the team can meet mission needs.

  • Field Support: Conduct regular field visits to provide project-level support, particularly during the startup phase.


About You

1. Education & Language

  • Degree: Essential degree in Economics or Finance.

  • Advanced Training: Higher vocational training in Business Administration (MBA) is highly desirable.

  • Languages: Full fluency in English is required.

2. Professional Experience

  • Core Experience: Minimum of two (2) years in budget management and two (2) years in team management.

  • NGO Background: Experience with MSF or other International NGOs is highly desirable.

  • Contextual Experience: Previous experience working in developing countries is a plus.

3. Technical Knowledge & Skills

  • Software: Essential computer literacy (Word, Excel, ERP systems).

  • Legal: Strong, expert-level knowledge of Ethiopian tax laws and regulations.

  • Financial Analysis: Ability to provide detailed cost analysis and interpret complex indicators.
