ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Finance Expert position who meets the following requirements.
Required number: Four
Reports to: Head, Finance and Budget Department
Duty station: NEBE Head Quarter, Addis Ababa
Duration: Four Months with the possibility Extension
Salary: As per the organization salary scale (Competitive)
Job Summary
The Finance Expert is a specialized professional responsible for assisting financial planning, processing payments, financial recordings, audit preparations and financial decision support. This role involves supporting financial operations, maintaining records, providing recommendation and assisting in audits to promote transparency and accountability in public financial management.
Duties and responsibilities
Financial Transactions
Check and verify payment request documents before processing the payment
Make payments using internet banking, cheque, bank letter or other payment methods
Record invoices in the financial system and follow-up the invoice’s approval process until it is finally approved
Ensure timely delivery of VAT/WHT receipts to suppliers
Make sure the payments are made for the approved invoices in the financial system and on the other hand, make sure it is deducted from the bank account
Prepare and process monthly staff payroll and deductions in the system
Record collected revenues in the system based on deposit slips
Follow-up and settle receivables that the finance expert has recorded by himself and settle it
Ensure timely clearance of outstanding balances and invoices.
Departmental Planning
Assist in the development and implementation of finance department plans aligned with organizational objectives.
Provide recommendations and scenarios for budget utilization and financial procedure improvements
Financial Reporting & Documentation
Maintain accurate financial records and ensure proper documentation.
Submit financial documents in a proper transaction detail order.
Assist in compiling reports for internal and external audits.
Expenditure & Cash Flow Management
Monitor daily transactions and ensure timely processing of payments.
Assist in forecasting financial needs and expenditure planning.
Compliance & Internal Control
Ensure financial transactions comply with public financial management laws and regulations.
Assist in risk assessments and internal control checks.
Support audits by providing necessary documents and explanations.
Use of Financial Systems
Utilize financial management systems like IFMIS or ERP for data entry and reporting.
Ensure data accuracy and integrity in financial systems.
Generate financial reports using accounting software
Stakeholder Coordination
Assist in financial communication with banks
Support collaboration between finance teams and auditors
Provide financial data and document for decision-making.
Financial Analysis, Financial Reporting & Decision Support
Assist in analyzing financial data and provide insights for decision-making
Assist in financial reports preparation, including financial statements and budget variance reports
Financial Compliance:
Ensure compliance with financial regulations, accounting standards, and internal directives.
Support internal and external audits, providing necessary documentation and addressing audit queries.
Financial System
Utilize Integrated Financial Management Information System or ERP for financial management
Ensure data accuracy and integrity within financial reporting systems
Assist generate real-time financial reports for analysis and decision-making
Cross-functional Collaboration:
Collaborate with various departments to understand their financial needs and provide strategic financial support.
Build strong relationships with internal stakeholders to facilitate effective communication and collaboration.
Perform any other duties as assigned by your line manager
About You
Specification:
Education and Work Experience:
MA or BA degree in Economics, Accounting and Finance, Business management or related field.
5 years for Masters or 7 years for Degree relevant Experience.
Know-How (Skills) (Technical competencies)
Proficiency in financial modeling, data analysis tools, and financial management.
Strong analytical and critical thinking skills, with the ability to interpret complex financial data.
Excellent communication and presentation skills, with the ability to convey financial concepts to both financial and non-financial stakeholders.
Ethical mindset with a commitment to transparency, integrity, and responsible financial practices.
