2. Organizational Background
2.1. The National Election Board of Ethiopia (NEBE)
The National Electoral Board of Ethiopia (NEBE) is an independent election management body established in
accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. As part of its
constitutional mandate, NEBE conducts elections of various types at all levels, registers and regulates the legal
operations of political parties, grants accreditation, and monitors election-related activities by other
stakeholders, such as civil society and the media. The NEBE was re-established by Proclamation 1133/2019,
and performs its duties and responsibilities in accordance with the FDRE Constitution, the Ethiopian Electoral,
Political Parties Registration and Code of Conduct Proclamation No. 1162/2019 and its Amendment
Proclamation No. 1394/2025, as well as several Directives enacted by the Board.
2.2. The European Center for Electoral Support (ECES)
The European Centre for Electoral Support (ECES) is a non-profit, non-governmental foundation
headquartered in Brussels and legally operating in Ethiopia following its official registration by the FDRE
Authority for Civil Society Organizations (ACSO).
ECES promotes sustainable democratic development through the provision of advisory services and
operational support in favour of all electoral stakeholders, including electoral management bodies, civil
society organizations dealing with civic & voter education and election observation, political parties, and
parliaments in relation to electoral reforms, media, law enforcement bodies, and judicial institutions dealing
with electoral dispute resolutions.
3. About the EURECS-II Project and the NEBE Media Monitoring Unit
3.1. About the EURECS-II Project
Built on the achievements of EURECS-I (2019-2024), the EURECS II project seeks to contribute to Ethiopia’s
electoral democratization process by strengthening transparency, credibility, and public confidence in
elections and the NEBE, and supporting its efforts to foster the inclusion of all segments of the electorate,
including women and marginalised and vulnerable groups. The project also aims to enhance civil society’s
capacity as a key and credible actor in the electoral process. Through this project, ECES provides direct
technical support to NEBE at multiple levels, including in the media and communications aspect of the
election operation. The European Union (EU) and German Cooperation (Deutsche Zusammenarbeit) fund this project.
3.2. The NEBE Media Monitoring UNIT
As part of the support under the EURECS-II Project, ECES intends to strengthen the NEBE’s Media Monitoring
Unit (MMU) by hiring one Unit Supervisor and ten additional Media Monitors. The monitors will receive
training to be facilitated by ECES Media Monitoring Experts in collaboration with NEBE. The Media Monitoring
experts will reorganize and strengthen NEBE’s media monitoring methodology across public, private, and
community radio; television; print/online; and social media. Geographically, the team will cover all regions of
Ethiopia.
Objective of the Media Monitoring Unit:
Support NEBE’s internal and external communication as well as its visibility, to improve its functioning and outreach activities through monitoring the media coverage of NEBE
Collate media reports on a weekly/monthly basis, based on qualitative and quantitative analyses of reporting from selected media outlets. The media monitoring exercise will help enrich NEBE’s
communication strategies and enable real-time responses.
Measure the impact of the voter education campaign on media and inform NEBE of findings promptly;
Monitor the media in all the phases of the electoral process: voter registration, candidate registration, electoral campaign, and the respect of the silence period, Election Day, announcement of the results at all levels, and the complaints process for all the stages.
Monitor and inform NEBE of potential electoral violence during the electoral process.
The data generated via the media monitoring team may also be used to support media organisations for responsible election reporting.
4. Duties and Responsibilities/Key Results Expected from the media monitors
Under the supervision of NEBE Communications Specialist and in close coordination with the ECES representative responsible for logistical, financial, and methodological support, the Media Monitors will carry out the
following duties and responsibilities.
Supervise and coordinate the daily work of the Media Monitoring Experts ensuring 24/7 coverage during high stakes periods;
Ensure consistent application of the approved media monitoring methodology across all monitored media (radio, television, print/online, and social media);
Review, validate, and consolidate output of both the social media and traditional media sub-teams t ensure accuracy in transcription, translation and sentiment tagging.
Daily, weekly, and monthly media monitoring reports integrated media brief/reports (specifying each resource) produced by the monitors;
Timely and accurate entry of monitoring data into the designated media monitoring software;
Identify and promptly report to NEBE any significant trends, risks, or incidents related to medi coverage, electoral actors, hate speech, disinformation, or potential electoral violence
Act as the primary filter as per the crisis matrix and immediately alert the communications specialist;
Support NEBE’s internal and external communication by providing evidence-based media analysis;
Forward suspicious claims to iVerify for fact-checking and supply the EWRs Coordinator with specific
location based data (e.g. coordinates of a planned protest mentioned on social media;
Participate in the development, review, and refinement of monitoring tools, indicators, and templates;
Contribute to capacity-building activities, including on-the-job coaching and refresher sessions for monitors;
Ensure adherence to the code of conduct, including principles of neutrality, impartiality, and confidentiality;
Liaise with ECES on methodological, technical, and logistical matters related to media monitoring;
Perform any other tasks necessary to ensure the effective functioning of the Media Monitoring Unit.

About You
5. Skills
Strong analytical, synthesis, and reporting skills, with attention to detail.
In-depth knowledge of the Ethiopian media and political landscape;
Good knowledge of social media.
Solid understanding of media ethics, bias analysis, and disinformation dynamics;
Excellent written and oral communication skills in English and Amharic;
A capacity of turning 10hours of media data into a few bullet point executive summary;
Ability to work under pressure and meet strict deadlines;
Strong leadership, coordination, and team management skills; · Proficiency in MS Office and ability to use media monitoring databases and digital tools ; · Integrity, neutrality, and professional rigor. · Ability to learn, update skills as needed, and share them with the media monitoring team · Capacity to work in a team, with international and national staff · Capacity to supervise and to coordinate the work of the team. · Proven track record of working in high pressure environments (Crisis experience/ election cycles, emergency response, or conflict zones) · Coordination efficiency as in detection speed, reporting clarity and coordination efficiency (how smoothly does the hand off to iVerify and EWRs occur? 6. Education Background and Experience
Education:
Minimum of a university degree or advanced training in Social Sciences, Political Sciences,
Communication Sciences, Journalism, or equivalent. Previous training in media monitoring or related to media is an asset.
Prior training in media monitoring or election-related media analysis is an asset.
Experience:
Minimum of 5 years of relevant professional experience in media monitoring, journalism, media analysis, or related fields;
Proven experience in supervising teams or coordinating analytical work;
Experience working with electoral institutions or civil society organizations is an advantage
Prior experience in election-related media monitoring is strongly preferred.
