Purpose of the Job
The Human Rights Officer manages individual human rights complaints, plans and implements monitoring activities for places of detention and emergencies, finalizes investigative reports, and issues formal recommendations. The position is also responsible for developing and implementing targeted advocacy and follow-up strategies.
Main Duties and Responsibilities

Investigation Management: Lead the active investigation of assigned individual human rights complaints and contribute to strategic casework decisions in consultation with coordinators and Senior Human Rights Officers.

Detention Monitoring: Conduct regular, onsite monitoring of places of detention and draft comprehensive findings reports.

Emergency Monitoring: Deploy and conduct real-time human rights monitoring during emergencies and humanitarian crises.

Advocacy & Recommendations: Issue formal human rights recommendations and implement systematic follow-up and advocacy strategies to ensure compliance.

Systemic Interventions: Identify and propose areas for broad, systemic investigations, referring them to dedicated thematic functions.

Stakeholder Relations: Proactively manage partnerships and operational relationships with key human rights stakeholders.

Research & Policy Input: Conduct legal research on emerging human rights issues and provide actionable input for the revision of internal guidelines, manuals, and tools.
About You
Education & Experience Requirements

Education: BA, MA, LLB, or LLM in Law, Human Rights Law, International Law, or related legal fields.

Experience: Minimum of 4 years of relevant experience for BA/LLB holders, OR 2 years of relevant experience for MA/LLM holders (Career Level / Work Experience: Mid Level 3–5 years).
Language & Technical Requirements

Amharic: Professional fluency (written and spoken) is required.

Local Languages: Fluency or working knowledge of other local languages is highly advantageous.
