Duty Station: Ethiopian Mine Action Office, Entoto, Addis Ababa (with travel to regions as required)
Duration: 3 and 1/2 months (with possibility of extension)

Technical Coordination: EMAO Director, HI Chief of Operations, HI Information Management Specialist

1. GENERAL MISSION

The Information Management Officer (IMO) will support the Ethiopian Mine Action Office (EMAO), with technical and operational backing from Handicap International (HI), to strengthen information management systems in line with national priorities and International Mine Action Standards (IMAS).

The position is central to ensuring high-quality data collection, management, analysis, and reporting to support evidence-based decision-making, operational efficiency, IMSMA Core transition, and compliance with IMAS 05.10. The assignment is implemented on a rolling basis, with closely interlinked deliverables requiring coordination with EMAO, HI Headquarters, the Geneva International Centre for Humanitarian Demining (GICHD), and other partners.

2. MISSIONS / RESPONSIBILITIES

 

Mission 1: Workplan Development and Coordination

Develop an inception and implementation workplan for the assignment, informed by recent evaluations and assessments, including those conducted by GICHD.
Ensure the work plan is developed under the strategic guidance of the EMAO Director and in close collaboration with the HI Information Management Division Head and the HI Chief of Operations.
Define clear deliverables, timelines, responsibilities, and measurable indicators to monitor progress.
Regularly review and update the work plan in coordination with relevant stakeholders.
Mission 2: Digital Data Collection and Capacity Building

In collaboration with the HI Chief of Operations, HI Information Management Manager, and EMAO-designated staff, design and deliver capacity-building workshops for headquarters and field operational teams.
Strengthen digital data collection processes, including the use of mobile data collection tools and workflows.
Ensure training activities are documented, and capacity development outcomes are reflected in the approved workplan with measurable indicators.
Mission 3: Data Management Systems and Quality Assurance

Support EMAO in the development, refinement, and standardization of data collection tools, forms, and workflows.
Establish and strengthen data quality assurance and quality control (QA/QC) mechanisms.
Ensure information management outputs are fit for purpose, particularly those supporting ongoing and planned Non-Technical Survey (NTS) operations.
Mission 4: Compliance with IMAS and Inclusive Data Practices

Ensure that all information management processes align with IMAS, particularly IMAS 05.10 on Information Management.
Promote and support systematic data disaggregation by age, gender, and other relevant diversity dimensions.
Support EMAO in applying inclusive, ethical, and responsible data management practices.
Mission 5: IMSMA Transition and Dashboard Development

In close collaboration with GICHD, support the transition from IMSMA Legacy to IMSMA Core.
Develop dashboards, reporting tools, and data products that meet national and international stakeholder reporting requirements.
Provide technical guidance and on-the-job support to EMAO staff on IMSMA Core functionalities, workflows, and best practices.
Mission 6: Coordination with GICHD and External Partners

Ensure effective liaison and coordination with GICHD throughout the assignment.
Promote complementarity and alignment between EMAO, HI, and GICHD workplans, technical assistance, and capacity development initiatives.
Support joint planning, reporting, and coordination processes as required.
Mission 7: Information Management and GIS Technical Support

Provide Information Management and GIS technical support to EMAO mine action teams and implementing partners.
Support the application of GIS analysis and mapping for operational planning, monitoring, and reporting.
Coordinate closely with the HI Information Management team to ensure coherence, standardization, and consistency across systems and outputs.

About You
4. QUALIFICATIONS

4.1 Education

Bachelor’s degree in Data Science, GIS, Information Management, or a related field
4.2 Professional Experience

Minimum of three (3) years of progressively responsible experience in Information Management within humanitarian and/or mine action contexts
Proven experience in establishing, improving, and managing Information Management systems through change management processes
Demonstrated experience in supporting national capacity development initiatives
Experience working with IMSMA, including IMSMA Core
Experience with Esri’s ArcGIS suite, including ArcGIS Enterprise
Experience with mobile data collection tools (Survey123, XLSForm / ODK-based tools), including form and workflow design
Experience applying GIS in support of field operations in mine action
Experience with relational databases, data modelling, and geodata management
4.3 Language Requirements

Fluency in spoken and written English
Fluency in spoken and written Amharic
4.4 Salary

As per the organization scale
5. REPORTING AND DELIVERABLES

The Information Management Officer will report to the Information Management Specialist and provide regular progress updates in line with the approved workplan. Specific deliverables, reporting formats, and timelines will be agreed upon during the inception phase of the assignment.
