Quick Summary

As part of the Higher Education Delivery Excellence Enhancement Program (HDEEP)—an extension of the transformative e-SHE project—the IT Officer will be a technical anchor for higher education reform. You will manage institutional data, develop digital workflows for research, and strengthen monitoring and evaluation (M&E) systems through automation and advanced analytics. This role is central to the digitalization of Ethiopia’s higher education ecosystem.

Key Responsibilities:

• Database Management: Design, develop, and administer structured databases (SQL, MySQL, PostgreSQL) to track institutional performance and program KPIs.

• Data Collection & Workflow: Design digital survey platforms using SurveyCTO, KoboToolbox, or ODK and maintain end-to-end workflows from raw collection to analysis-ready sets.

• Analytics & Automation: Develop scripts and automated templates for data cleaning and transformation; produce dashboards and data visualizations for ministry leadership.

• IT Infrastructure: Provide technical support for project hardware, networking (LAN/WAN), and servers (Windows/Linux); manage cloud-based system backups and recovery.

• Systems Security: Implement cybersecurity measures, manage user access permissions, and ensure the absolute confidentiality of institutional research data.

• Capacity Building: Prepare technical manuals and conduct training for university focal persons to support technology adoption across the sector.

Requirements:

• Education: Degree in Computer Science, IT, or a related technical field.

• Experience: 3–5 years of professional experience in digital systems administration or data analytics.

• Software Proficiency: Expert in Microsoft Office 365, SPSS/STATA, and various Database Management Systems.

• Technical Knowledge: Familiarity with Learning Management Systems (LMS) and Educational Management Information Systems (EMIS).

• Attributes: High level of accuracy, strong problem-solving skills, and the ability to work under pressure with minimal supervision.
