1. Introduction & Background

HRNS-Ethiopia is an international non-governmental organization dedicated to sustainable development across Ethiopia. As our operations expand, we are transitioning from manual human resource tracking to a digital, integrated Human Resource Management System (HRMS).

We invite qualified vendors to submit proposals for a system that will enhance our operational efficiency, transparency, and regulatory compliance across all country and field offices.


2. Objective & Scope of Work

The selected service provider will be responsible for the end-to-end supply, customization, and operationalization of the HRMS.

Key Functional Areas include:

  • Centralized Database: Cloud or on-premises management of all employee records.

  • Leave Management: Automated approval workflows and balance tracking.

  • Payroll & Benefits: Integrated processing of salary, tax, and statutory benefits.

  • Time Tracking: Attendance management (with potential biometric integration).

  • Asset Inventory: Tracking of organizational equipment and inventory.

  • Analytics: Advanced reporting dashboards for data-driven HR decisions.

  • Security: High-level encryption, data privacy, and automated backup protocols.


3. Submission Requirements

Interested consulting firms must submit one technical proposal and one financial proposal in separate sealed envelopes.

Your proposal must include:

  1. Company Profile: Organizational structure and years of specialization.

  2. Relevant Experience: Proven track record with NGOs, INGOs, or large corporate entities.

  3. Legal Documentation: Renewed professional license and business registration.

  4. Methodology: Detailed plan for customization, data migration, testing, and staff training.

  5. Fee Structure: Itemized costs (inclusive of taxes) covering deployment, 2-year domain, training, and 1-year technical support.


4. Evaluation Criteria

Proposals will be rigorously evaluated based on the following:

  • Technical Functionality: How well the system meets HRNS specific needs.

  • NGO Experience: Demonstrated success in similar non-profit environments.

  • Implementation Timeline: Efficiency of the deployment and handover plan.

  • Cost-Effectiveness: Value for money and transparent pricing.

  • Support & Warranty: Provisions for post-deployment troubleshooting.
