Purpose of the Assignment

To analyze existing national and regional policies, strategies, and guidelines related to Facial Cleanliness and Environmental Improvement (F&E) and broader NTD programming in Ethiopia. The study aims to identify enablers, gaps, and opportunities to improve the policy environment supporting trachoma elimination efforts.

Specific Objectives

• Identify national and regional policies, strategies, and guidelines that support F&E and/or broader NTD programming.

• Assess the extent to which documents prioritize and operationalize commitments to F&E interventions specific to trachoma.

• Examine guiding principles for NTD programming, including equity, sustainability, and inter-sectoral collaboration.

• Analyze the effectiveness and applicability of current policies in informing future trachoma and NTD program design.

• Provide policy recommendations to strengthen the enabling environment and advocacy agenda for sustained elimination.

About You

Qualifications & Experience

• Consultancy Firm: Proven experience in analyzing national and regional policies in Health, WASH, NTD, ONWP, and TSEDU.

• Methodology: Expert knowledge in quantitative, qualitative, and mixed-approach policy analysis methodologies.

• Technical Soundness: Ability to demonstrate a clear understanding of objectives with a sound, detailed, and logical work plan.

• Multi-disciplinary Team: A team possessing the required technical expertise with clearly demonstrated experience in their CVs.

• Core Skill: Exceptional team-building capabilities.
