Freelance Opportunity: Partnership and Coordination Consultant

FHI 360 Ethiopia

FHI 360 is a nonprofit human development organization dedicated to improving lives through integrated, locally driven solutions. We are seeking a qualified freelance consultant to support the Catalytic Opportunity Fund (COF) grant, focused on the national introduction and scale-up of quality-assured hormonal IUDs (H-IUD) in Ethiopia.


Assignment Overview

  • Duration: May 1st to October 2026.

  • Level of Effort: 30 working days total (averaging 5 days per month).

  • Reporting To: Ethiopia H-IUD COF Project Director.

The consultant will ensure effective collaboration between the Ministry of Health (MOH), Engender Health, UNFPA, WHO, and other key stakeholders to build a cohesive national strategy.


Scope of Work

1. Stakeholder Mapping & Engagement

  • Maintain a comprehensive stakeholder map of government bodies, NGOs, donors, and private sector actors.

  • Implement a structured communication plan to ensure consistent information sharing.

2. Coordination & Liaison

  • Serve as the primary link between FHI 360, MOH, and Engender Health.

  • Represent the project in Family Planning Technical Working Group (FP TWG) meetings and multi-stakeholder forums.

3. Workshop & Meeting Support

  • Provide logistical and strategic support for the CIP development workshop, national validation workshops, and SBC materials development sessions.

  • Assist with agenda development and participant confirmation.

4. Private Sector & Risk Management

  • Identify mechanisms to engage the private sector in health platforms.

  • Identify partnership risks and propose mitigation strategies to keep project goals on track.


Key Deliverables

  • Monthly Coordination Briefs: Summarizing activities, decisions, and risks (Due last day of each month).

  • Engagement Plan: Finalized Stakeholder Engagement and Communication Plan.

  • Workshop Reports: Contributions to reports for the FP TWG and CIP workshops.

  • Final Report: Comprehensive summary of coordination outcomes and recommendations for sustainability.


Qualifications & Requirements

  • Proven experience in consultancy and partnership coordination within the Ethiopian health sector.

  • Strong background in family planning programs or reproductive health preferred.

  • Excellent communication and facilitation skills.


Payment & Logistics

  • Consultant Rate: All-inclusive daily rate (tax withholding applies per government regulations).

  • Travel: Travel expenses are reimbursed separately based on approved FHI 360 Travel Expense Authorization.

  • Invoicing: Expense requests must be submitted within 30 days of the month incurred.
