About the Association
The Ethiopian Muslim Legal Professional Association (EMLA) is a non-profit Islamic civic organization established by a diverse network of Ethiopian Muslim legal professionals committed to address the legal challenges faced by Ethiopian Muslims and to ensure equality, justice, and rule of law for the Muslim community and all Ethiopians. EMLA was officially established on March 2025.
Position Summary
The Strategic Litigation and Advocacy Officer will lead and coordinate the Association’s strategic litigation, legal advocacy, and policy engagement initiatives. The position holder will identify cases of significant public interest, develop litigation strategies, engage with courts and relevant institutions, prepare legal submissions, and support advocacy campaigns aimed at advancing human rights, constitutional protections, and legal reforms.
The Officer will work closely with legal professionals, civil society organizations, government institutions, media outlets, and other stakeholders to promote systemic legal and policy changes.
Key Duties and Responsibilities
Strategic Litigation

Identify, assess, and recommend potential strategic litigation cases aligned with the organization’s mandate.

Develop litigation strategies and coordinate legal actions before domestic, regional, and international judicial and quasi-judicial bodies.

Draft legal briefs, petitions, complaints, amicus curiae submissions, constitutional petitions, and other legal documents.

Conduct legal research and prepare case analyses and litigation reports.

Monitor ongoing litigation and ensure proper case documentation and management.

Liaise with external lawyers, legal experts, and partner organizations involved in litigation efforts.
Advocacy and Policy Engagement

Design and implement advocacy strategies to advance legal and policy reforms.

Prepare policy briefs, position papers, legal opinions, and advocacy materials.

Engage with government institutions, policymakers, parliamentarians, judicial bodies, and regulatory agencies.

Coordinate public awareness and advocacy campaigns on key legal and human rights issues.

Represent the organization in meetings, consultations, forums, conferences, and stakeholder engagements.

Monitor legislative and policy developments relevant to the organization’s mission.
Research and Documentation

Conduct legal and policy research to support litigation and advocacy initiatives.

Prepare analytical reports, legal updates, and publications.

Develop and maintain databases on strategic cases, legal developments, and advocacy initiatives.
Partnership and Capacity Building

Build and maintain relationships with legal professionals, civil society organizations, academic institutions, and development partners.

Organize trainings, workshops, and capacity-building programs on strategic litigation and advocacy.

Provide technical support to partner organizations and community stakeholders.
About You
Educational Qualifications and Experiences

Required: Bachelor’s Degree (LL.B) in Law from a recognized university with a minimum of three (3) years of professional legal experience.

Preferred: LL.M in Constitutional Law, Human Rights Law, Public International Law, or related fields with a minimum of one (1) year of relevant professional legal experience.
