Consultancy Services: Revising TIMRAN’s MEAL Manual

1.Background
TIMRAN is an indigenous, women-led, non-partisan civil society organization working to advance women’s participation in political and public decision-making in Ethiopia. As part of its organizational strengthening efforts, TIMRAN has established Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to support effective programming, organizational learning, and evidence-based advocacy.
While an existing MEAL manual as a foundational tool exists, TIMRAN requires a qualified consultant to thoroughly review, provide tools and strengthen the system to improve integration across programs, enhance knowledge management and data analysis. As a participatory approach the consultant will also though the process build staff capacity for effective monitoring, learning, accountability, and evidence-based advocacy and decision-making.
2. Purpose of the Assignment
The purpose of this consultancy is to strengthen TIMRAN’s MEAL system by revising the MEAL manual and related tools to ensure integrated programming, facilitate result/impact tracking, improved data quality, effective learning, and evidence-based advocacy.
3. Scope of Work
The consultant will be responsible for the following:
Review existing MEAL manual, data collection tools, donor indicators, reporting templates, related documents, organizational frameworks, to ensure the system directly tracks progress against TIMRAN’s Strategic Plan and its core pillars.
Assess gaps and inconsistencies in current MEAL practices across programs
Revise and update the MEAL manual in line with best practices and organizational needs
Harmonize and improve quantitative and qualitative data collection tools
Map existing workflows, data collection processes, and reporting cycles.
Modernize workflows, data analysis templates, and accountability mechanisms to ensure reporting cycles are efficient and integrated across all programs.
Strengthen knowledge management and data analysis frameworks and templates
Ensure MEAL processes support learning, accountability, and advocacy, while ensures Conflict-Sensitive, Trauma-Informed, and Outcome Harvesting frameworks
Review donor indicators, organizational frameworks, and reporting requirements.
Facilitate validation and orientation sessions with relevant TIMRAN staff
Provide practical guidance for effective implementation of the revised MEAL system
5. Deliverables
Revised and finalized MEAL manual
Inception report detailing methodology and desk review summary of TIMRAN’s Strategic Plan, existing manual.
Updated MEAL Manual & Toolkit: (draft and final)
Facilitate a technical review and validation session with TIMRAN staff and leadership to finalize the system.
Validation & Training Package: review and validation sessions for staff and leadership and a practical training for staff. Supported by user guide, training slides, and a brief report on the sessions.
Brief consultancy report summarizing revisions, key improvements, and recommendations
About You
5. Required Expertise
Legally registered consultancy firm with a valid license and VAT registration
Minimum of 5 years’ experience in developing MEAL system design for NGOs and preferably CSO and Women’s Rights Organizations (WROs)
Strong technical expertise in intersectional data (gender, age, disability), Conflict-Sensitive and Trauma-Informed methodologies.
Demonstrated ability to align MEAL systems with Strategic Plans and facilitate leadership review sessions.
Excellent training skills and professional fluency in English and Amharic.

Reports to: TIMRAN Management / MEAL Officer
7. Application Requirements

And TIMRAN will facilitate and cover all expenses related to validation and training sessions.
