1. Project Overview
Farmamundi, in partnership with the local organization We-Action, has been implementing the project: “Protection against GBV with a Focus on Mental Health and Post-Conflict Trauma for Displaced/Returned Women and Girls in Amhara, Ethiopia.”
This humanitarian initiative, funded by AECID, aims to address the critical intersection of Gender-Based Violence (GBV), psychosocial support, and recovery for displaced and returned populations in the Waghimra and North Wollo zones. We are now seeking an external consultancy team to conduct a comprehensive final evaluation.
2. Purpose of the Evaluation
The primary objective of this evaluation is to:

Assess Impact: Evaluate the effectiveness and outcomes of the intervention in providing mental health and GBV protection to displaced and returned women and girls.

Accountability: Provide a transparent, evidence-based assessment of project performance for Farmamundi, We-Action, and the donor (AECID).

Capacity Building: Reflect on the success of the local capacity-building strategy employed by Farmamundi during project implementation.
3. Evaluation Methodology & Requirements
We invite local evaluation teams to submit proposals that prioritize:

Gender-Sensitive Approach: A methodology that ensures equal access and participation for all genders throughout the evaluation process.

Survivor-Centred Ethics: Demonstrated experience in working with survivors of SGBV, strictly adhering to “Do No Harm” principles and ethical research standards.

Conflict-Sensitive Design: Evaluators must demonstrate the ability to operate within contexts affected by displacement and conflict.
Team Structure
Proposals must clearly define:

Number of team members and their specific functions.

The designated Evaluation Coordinator who will assume final responsibility for the deliverables.
