The Administration and Finance Officer would report to the Program Manager of Pure Earth with additional functional reporting lines to Program Director-East Africa, finance team at our partner organization and Pure Earth HQ.
Position Overview
The Administration and Finance Officer will be responsible for management and compliance of all operational, procurement, administration, and financial aspects of the organisation, in close coordination with the Program Director –East Africa and the Program Manager, Ethiopia, ensuring all deliverables are on time and of high quality.
Position Responsibilities:
The Administration and Finance Officer will be responsible for the following:
Finance
• Work closely with partner organization finance teams and the Program Manager and the Program Director-East Africa to monitor the performance of the activities and payroll spending in the country against approved country, region, and funder-specific budgets through variance analysis to identify adverse trends and report on current status and forecast spending.
• Summarize current financial status by collecting information, preparing balance sheet, profit and loss statement and other reports
• Verify, allocate, post and reconcile transactions
• Prepare, submit, and follow-up on expense reports
• Prepare financial statements and produce budget reports according to schedule
• Calculate withholding taxes, employee and employer required deductions, and organizational fees
• Ensure prompt payment of employee salaries and vendor invoices
• Prepare books/ records for audit and support auditor’s work
• Comply with all local, state, and federal accounting and financial regulations, as well as Pure Earth financial policies and directives
• Manage payroll system and any relevant staff benefits
• Support budget preparation for annual budgeting process and grant applications
• Advise on cost reduction procedures for purchases / financial transactions
• Manage expenses and expense reports
• Keeping all organizational accounting systems up to date.
Operations
• Assist with development and implementation of the country’s administrative and operational direction and strategy in all aspects related to operations (administration/finance, logistics, supply chain, and HR).
• Assist with promoting efficiency by implementing improved operational procedures.
• Assist with procurement of items needed for daily operations in an efficient and timely manner.
• Coordinate activities throughout the organization to ensure efficiency and maintain compliance with organizational policies
• Train staff on guidelines and organizational policies and oversee their implementation
• Maintain employee files including contracts, performance evaluations, and correspondence
• Keep track of employee vacation and sick leave if applicable
• Take minutes at meetings and note follow-up items are assigned to appropriate staff
• Track and replace office supplies as necessary to avoid shortages
• Welcome and direct office visitors or meeting attendees
• Respond to inquiries from visitors to the office
• Ensuring the office is safe, comfortable, and habitable for office work.
• Manage catering for staff and visitors during meetings.
• Make travel and logistics arrangements for staff within the region
• Assist with the daily running of the office, including filing, receiving/posting mail, responding to emails, and answering the phone
• Perform other administrative and programmatic support duties as tasked.
About You
A first level university degree or equivalent professional experience.
Fluency in English is required, and other local languages is a plus
Strong written and verbal communications skills
Minimum 3 – 5 years of relevant work experience in the finance and operations
Good knowledge of basic accounting procedures, reporting standards, and generally accepted accounting principles. Financial certification desired.
Experience with accounting for nonprofits – creating financial statements for grant-funded projects, preparing funder-specific reports, general ledger functions, the month-end/year-end close process, and annual audits
Aptitude for numbers and quantitative skills
Experience in travel coordination and event planning – booking hotels and air travel, visa applications, venue negotiations, catering, transport, and audio-visual equipment rentals for large meetings
Ability to work independently and within a team environment
