Position Overview / Scope of Role
The Chief Finance Officer (CFO) of OVID Construction is the senior executive accountable for the overall financial leadership, financial discipline, and economic sustainability of the company’s construction operations.

This role goes beyond traditional finance management. It is a project-driven, execution-oriented CFO role, responsible for ensuring that construction projects are financially viable, cash-positive, well-controlled, and delivered within approved budgets and timelines.

As a core member of the executive leadership team, the CFO acts as a strategic partner to the CEO, providing rigorous financial oversight across multiple construction projects, procurement activities, equipment utilization, and contractor engagements. The role ensures that OVID Construction maintains strong liquidity, cost discipline, and profitability while scaling complex, capital-intensive construction operations.

The CFO leads and manages two key finance wings:

• Financial Planning, Control & Compliance Wing, responsible for budgeting, forecasting, project financial controls, reporting, audit, taxation, and regulatory compliance.
• Finance Operations & Project Finance Wing, responsible for daily transactions, treasury, accounts management, payroll, supplier payments, contract-based billing, and site-level finance operations.

The role demands deep expertise in construction finance, cash flow management, contract economics, and corporate financial governance.

Top Roles and Responsibilities
Strategic Financial Leadership & Advisory
Develop and execute short-, medium-, and long-term financial strategies aligned with OVID Construction’s growth, project pipeline, and execution priorities.
Serve as a strategic advisor to the CEO and Executive Team on financial planning, project feasibility, risk exposure, and investment decisions.
Translate construction strategy and execution plans into robust financial models and performance targets.
Budgeting, Project Cost Control & Financial Reporting
Lead annual corporate and project-level budgeting, forecasting, and long-range financial planning.
Establish strong project cost control systems including budget tracking, cost-to-complete analysis, and variance management.
Prepare accurate, timely financial reports for the CEO, Board, and Holding, covering company-wide and project-specific performance.
Monitor profitability, margins, and cost drivers across all construction projects.
Construction Finance, Cash Flow & Treasury Management
Oversee day-to-day finance operations including accounts payable/receivable, payroll, taxation, and treasury.
Manage short- and long-term cash flow to ensure uninterrupted construction activities across all sites.
Align cash inflows (client payments, advances, certifications) with cash outflows (suppliers, subcontractors, payroll, equipment).
Actively manage working capital, retention, mobilization advances, and payment cycles.
Procurement, Contracts & Commercial Risk Oversight
Work closely with Procurement and Construction teams to ensure financially sound sourcing, pricing, and contracting decisions.
Review and validate major construction contracts, subcontract agreements, and supplier terms.
Oversee financial aspects of variations, claims, extensions of time, penalties, and dispute resolutions.
Ensure strong commercial discipline in contractor and supplier management.
Compliance, Governance & Risk Management
Ensure full compliance with IFRS, Ethiopian financial regulations, tax laws, and internal financial policies.
Lead internal and external audits, ensure readiness, and resolve audit findings.
Design and enforce internal controls to minimize financial, contractual, and fraud risks.
Proactively identify financial risks related to projects, cash flow, claims, and capital exposure.
Capital Planning, Financing & Asset Management
Support capital planning for large-scale construction projects and equipment investments.
Engage with banks, financial institutions, and financiers on credit facilities, guarantees, and project financing.
Oversee financial planning for equipment acquisition, leasing, and utilization economics.
Support Holding-level initiatives related to investment structuring and financial reporting.
Digital Transformation & Financial Systems
Champion the adoption of ERP, project finance modules, cost control systems, and digital dashboards.
Ensure financial data integrity, real-time reporting, and system-driven decision-making.
Lead finance-related ERP implementation and integration across construction sites and headquarters.
Team Leadership & Organizational Development
Lead, mentor, and develop senior finance managers and project finance teams.
Establish clear KPIs, accountability frameworks, and performance management systems within finance.
Build a disciplined, high-performance finance organization capable of supporting complex construction operations.
Cross-Functional Collaboration & Executive Participation
Work closely with Construction, Engineering, Procurement, Equipment, and HR teams to align financial controls with execution realities.
Participate actively in executive meetings, project review forums, and strategic planning sessions.
Ensure finance is an enabler of execution, not a bottleneck.
Stakeholder Engagement
Serve as the primary financial interface with auditors, banks, regulators, and financial partners.
Ensure transparency, credibility, and professionalism in all financial communications.
Others
Perform other related duties as assigned by the CEO or Board of Directors.

About You
Master’s Degree in Finance, Accounting, or a related field.
Professional certification such as CPA, ACCA, or CFA is mandatory.
Minimum of 12 years of professional experience, with at least 5 years in senior or executive finance leadership roles within construction, infrastructure, or project-based organizations.
Proven experience managing multi-project construction finance, cash flow, and cost control.
Strong exposure to ERP systems, audits, taxation, and regulatory compliance.
