Defend the Environment is a board-led Civil Society Organization (CSO) established by young and vibrant volunteer professionals to promote and protect the environment, fundamental rights, and freedoms through advocacy, legal monitoring, capacity building, awareness creation, public interest litigation, etc. It has been registered by the Agency for Civil Society Organizations of the Federal Democratic Republic of Ethiopia and accorded legal personality with registry number 5347 on January 18, 2021, as a local organization in accordance with the Organizations of Civil Societies Proclamations No. 1113/201

II. Job Summary-

Description Under the supervision of the Executive director, the Finance officer is responsible for planning, directing, and coordinating the efficient utilization of financial resources of Defend the Environment with a view of ensuring the smooth and cost-effective delivery (Value for Money) of the organization’s operations. The officer ensures that Defend the Environment’s finance strategies, policies, procedures, and guidelines are implemented and regularly updated and also sees to it that standard Ethiopian laws are complied with. She/he also advises and supports the executive director in strategic financial related issues of the organization. He/She closely works with procurement, finance, and field based program staffs. The position requires utilization of the appropriate systems and following proper accounting procedures to disburse, accounts for, and report usage of funds

About You
Specific Duties and Responsibilities
The officer prepare checks, bank transfer letters, check payment vouchers, Petty cash Payment vouchers, Cash receipt vouchers, Journal Vouchers and a custodian of cash and check, processes vendors’ payment, work on monthly income taxes and withholding tax.
Plans, organizes, directs, coordinates, controls and manage accounting and financial related activities of the organization.
Formulates policies, guidelines, strategies, methodologies, and action plans of the financial activities;
Ensures accounts policies and procedures are implemented and regularly updated;
Provides advice and information to the Director about finance and management issues, labour law and regulations;
Prepares budgets, plan and reports regularly
Reviews the budget; exercises budgetary control; and analyzes variance in the budget;
Creating and managing financial systems.
Creating accounting-related reports and documentation for management approval.
Creating budgets, projects future cash flows, and offering regular financial analyses.
Controlling spending and keeping track of organization budget performance.
Keeping track of financial performance.
Overseeing billing processes to recover money owed by consumers or customers.
Ensures that financial systems and documents are in compliance with laws, policies, standards and regulations and with international accounting principles and practices;
Designs and uses sound internal control system to safeguard assets, records, and documents of the organization;
Ensure tax & pension obligations are settled before the due date as set by government.
Promote value for money as part of the organizational culture
Prepare monthly payroll and submit to Director for review, upload all relevant supporting on share point (Payroll related) and facilitate the payments
Ensures proper and timely supply of finance, human and material resources and other utilities to all work units of the organization, and monitors proper utilization of same;
Develop mechanisms to ensure that operations of the programs are implemented cost- effectively;
Follows up the preparation of vouchers for all payments, authorizes petty cash payments, and ensures that transactions are recorded in appropriate books of accounts; as per the limit of the organization;
Check and authorize periodic financial reports to donors, government and other entities in respect to both contractual and legal requirements;
Ensures collections are properly recorded and deposited to the organization’s account;
Ensures that accounts are closed, and financial reports are prepared and audited on time;
Prepares quarterly, biannual, and annual financial reports to be submitted to the Director and donors for monitoring, follow-up up and decision-making purposes.
Educational Background and Experience

MSc in Accounting and Finance with two (2) years and above relevant experience, or
BA in Accounting and Finance with four (4) years and above relevant experience.
Technical and Other Skills

Excellent financial and analytical skills.
Excellent knowledge and understanding in accounting, financial control, concepts, practices, systems, and procedures.
Proficient in the use of computers particularly MS Excel & financial management software
Proven experience in office administration, property and supply chain management
Excellent communication and interpersonal skills.
Excellent written and oral communications and interpersonal skills.
Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures;
Excellent planning, organizational, analytical and decision-making skills;
Excellent financial and grant management skill
Training and possess the certificate on International Public Sector Accounting Standards (IPSAS)
Outstanding planning, organizational, analytical and decision making skills.
Other Requirements:

Strong    attention    to    detail   and    accuracy   in work  outputs,   in written communication;
Fluency in written and spoken English, Amharic. additional language skill
