Recruitment of one (1) Finance Officer at the Embassy of Switzerland in Addis Ababa

The Embassy of Switzerland in Ethiopia is currently looking for a Finance Officer for the execution of financial transactions, recording, reporting and supporting activities like data management, budgeting, and planning and reporting related activities. The modalities of employment and application for the advertised position include the following elements:

The position will be based at the Embassy of Switzerland in Old Airport, Addis Abeba. Field missions in Ethiopia and to the wider region when required for the purpose of financial monitoring, verifing partner documents, partner capacity building activities etc.

About You
Competence:

University degree in accounting or equivalent formation;
5 years relevant work  experience in international cooperation;
Proven experience and knowledge of Project Cycle Management (PCM);
Proficiency in written and spoken English;
Proficiency in Computer literacy including Excel and accounting programmes;
Experience in project contract management in ESPRIT/SAP is an added advantage.

Good communication and analytical skills; sense of initiative;
Independence but good team  working  abilities and service attitude;
Ability to anticipate, propose and implement solutions;

Duties and competences that come along with this position:
Contract / Project Management based on PCM
Technical handling of IC projects in SAP (data entry, review and extract reports);
Technical handling of IC contracts in ESPRIT (contract preparation and Invoice verification);
Regular monitoring of transfer credit;
Conduct/Support the programme officers in partner risk assessment (PRA);
Evaluation of partners financial proposals for new credit proposal (budget and financial management issues);
Support programme officers on contractual agreement issues with partners;
Participate in tender process for new credit proposals;
Support partners with financial reporting when necessary;
Review progress or annual financial and audit reports for settlement according to contractual agreement;
Conduct on site financial monitoring visit and verifies partner documents for completeness and compliance with our regulations;
Implement partner capacity building activities (in the area of finance) through trainings, mentoring and on job training based on PRA;
Provide regular up-dates contract overview per project for management (internal and external use);
Financial Risk management: Detect and report to management any irregularity and/or major audit finding that required special attention or management action;
Prepare Administrative End of Phase (Partial Action) Report and closure of the project;
Participate on transferable credit external audit process and ensure that audit recommendations are implemented timely.

Finances and Bookkeeping (Global Budget)

 

Responsible for the, timely and accurate accounting of the Embassy, including the appropriate filling of the relevant documents;
Applies working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with associated regulations;
Compiles financial information and prepares reports;
Initiates and processes daily bookings;
Ensures that bills and invoices are paid timely;
Responsible for the preparation of the monthly ICS report;
Participate on internal audit process and ensure that audit recommendations are implemented timely.
