Background:
Ethiopian Public Health Institute would like to invite qualified and experienced candidates for Health Information Technology (HIT) Specialist position. The role holder will serve as a senior technical adviser to the Infectious disease research Directorate at EPHI. S/he will be a focal person on the Health Information Technology (HIT) implementation programs and projects at Infectious disease research Directorate. The HIT specialist is expected to work in collaboration with EPHI ICT unit, EPHI National Data Management Center (NDMC) and other relevant divisions and units within EPHI. S/he requires both technical and leadership skills to address the complex and emerging needs of the directorate’s HIV and other STI related surveillance and public health research goals. In addition, the job holder is required to have an excellent communication skill and be able to attend meetings and workshops with various stakeholders including HIV CBS Technical Working Group (TWG) and other required forums.
Duties and Responsibilities:
Oversee, coordinate, and facilitate overall activities related to HIV Case-Based Surveillance Information Systems including REDCap database management and data visualization system (including Power BI) at national and sub-national levels.
Coordinating and facilitating training on HIV Case-Based Surveillance Information Systems REDCap and Data visualization using PowerBI
Facilitating site-level mentorship and Technical Assistance on systems management, data entry, data backup and related HIV CBS HIS activities
Undertaking system configurations such as application and database servers, network, data collection tablets and computers
Regular monitoring of HIV CBS data security and confidentiality per the EPHI data management and security policy
Addressing any issues related to troubleshooting REDCap, Open HIM and Power BI systems at EPHI
Defining specifications and requirements for IT supplies, work closely with data management and IT focal person in managing the role-based access control and user management
Monitoring and generating regular REDCap audit reports and recommend technical and administrative controls to mitigate gaps on the audit findings
Establishing a data visualization platform and developing issue tracker in close collaboration with TA providers
Gathering issues from end-users and work with TA providers to address and oversee system functionality daily
Responsible to create access as per user specific role and through password protected pathways as established by EPHI policy and procedure, define user right, ensure data security and confidentiality at rest, in motion and during use at all levels
Setting up networks, updating old software and hardware, and implementing data security systems
Work on HealthNet VPN implementation and use at facility level in collaboration with MOH and regional health bureaus.

Working knowledge of relevant operating systems, including Windows Server and Linux based Operating Systems, Software development and management tools and an intermediate skill in computer programming

Job requirements
MSc or Bachelor’s degree in information technology, Computer Science, Computer Engineering, Software Engineering or related field
Relevant work experience – 6 years for Bsc 4 years for Msc
Familiarity with best practices around IT security and local area network maintenance
Proficient in Microsoft Excel, Word, and PowerPoint
PC hardware management and troubleshooting experience a plus
Excellent organization and coordination skills
Ability to work well under pressure and within tight timelines
Ability to multitask in a cross functional environment
Ability to prioritize workload and consistently meet deadlines
Strong communication and facilitation skills
Possess strong behavioural skills: attention to detail, pro-activeness, inquisitive, analytical thinking, etc.
