Manager, Finance and Administration Department

JOB DISCRIPTION
The Manager, Finance and Administration Department is responsible for plans, organizes, supervises, directs and controls the financial, accounting, investment and share management activities of the company; formulates broad financial and investment policies; ensures the existence of appropriate accounting, fund management and financial reporting systems; ensures the accuracy and validity of all financial records and payments; coordinates, directs and controls the activities of the human resource and property and general services of the Company ; manages the recruitment, placement, transfers, employee performance management, compensation, benefits administration, employee relations, training and discipline of the staff; formulates departmental policies and operating procedures and implements same on approval ; facilitates and oversees property administration and provision of common office services.
MAJOR DUTIES AND RESPONSIBILITIES
Finance and Accounting
- Plans, organizes, supervises and controls the financial, accounting, investment and share management activities in accordance with policies, procedures strategic goals and objectives of the company;
- Ensures that financial recording and reporting are undertaken according to International Financial Reporting Standards (IFRS);
- Ensures the establishment of proper financial management systems, policies and procedures that adheres to legal requirements and adoption and implementation of International Financial Reporting Standards (IFRS)
- Ensures that headquarter and branch financial transactions are timely and accurately recorded and periodic financial statements and performance reports are timely prepared for in-house and statutory purposes;
- Ensures that tax payables of the Company are properly prepared and paid to the tax authorities in time;
- Ensures that all detailed financial transactions are journalized and posted properly;
- Ensures that the reconciliation of bank statements and other accounts are done regularly and takes actions on outstanding items in time;
- Ensures that all financial records, unused pads, cheques and other documents, journals, cards, etc. are safely kept;
- Ensures that payroll is prepared and paid timely; ensures that all receivable and payable accounts are settled in time;
- Facilitates for external auditors during the annual examinations of the books of accounts of the Company
- Ascertains that up-to-date fixed asset register books of the Company are properly kept and depreciation periodically computed;
- Analyses and evaluates periodically the timeliness, applicability and practicality of company accounting, budgeting, costing and cash management methods
- Follows up that loan repayments and other collections are made in time and summary reports are duly prepared;
- Ensures the maintenance of up-to-date shareholders register of the Company and discharges all duties and responsibilities in connection with transactions regarding share dealings;
- Prepares and consolidates on periodic basis financial statements and reports for in-house and statutory purposes;
- Ensures that all necessary documents are in place and that approvals are duly obtained before payment is affected;
- Prepares consolidated annual budget of the company; establishes and implements budgetary control system;
- Conducts periodic financial projections on the availability and utilization of idle fund; ensuring that surplus funds are managed prudently;
- Provide advice to top management in matters related to investment and finance;
Human Resource and Administration
- Plans, organizes, coordinates, directs and controls all human resource management and property administration and provision of general services of the Company;
- Develops human resource management and property and general services administration policies and procedures and implements same on approval;
- Administers recruitment, selection, placement, transfer, promotion, compensation and performance management functions in compliance with governing policies and procedures of the company;
- Assesses and controls current and future human resource needs including succession plan for key posts and the administration of retirement plans;
- Reviews all employee benefit programs including management compensation plans, salary administration bonuses including other incentives, per diem rates etc. and recommends adjustments to be made and implements changes upon approval;
- Oversees the completeness and analysis of HR information, organization and maintenance of personnel records required by law and regulations; develops human resource information system that meets management needs;
- Motivate all staff and ensure that staff is dedicated to the mission of the MFI
- Set employee performance standards required to achieve short and long-term objectives and goals
- Develops and upon approval implements objective and result based employee performance appraisal system which could effectively and efficiently be used for fair and rational internal promotion, salary increment and training of employees;
- Authorizes expenses that are related to procurement of goods, services and benefits as per set procedures and authorization limits;
- Directs the conduct of training need assessment in consultation with the concerned departments, ensures the execution of training programs using internal resources or outsourced training services;
- Ensures that required human resource, services, facilities and supplies such as formats and stationeries, furniture, equipment, vehicles, fuel, etc. are sufficiently provided and properly utilized for intended purposes;
- Undertakes procurement, storage and distribution services as per established policies, procedures and directives of the company;
- Oversees the management and maintenance of property (buildings, vehicles, equipment, furniture, etc) of the company;
- Ensures appropriate insurance coverage is provided for human and other resources of the company; pursues insurance claims when damages occur;
- Provides advice to other organs of the company on matters related to HR management and general administration;
- Handles personnel grievances, undertaking the necessary investigations, and submitting recommendations to the management of the company;
- Enforces disciplinary measures and maintains harmonious work discipline;
- Prepares and submits annual plan, budget and periodic performance reports of the Department;
- Evaluates performance of subordinates;
JOB REQUIREMENT:
Education:
- Hold a minimum of first degree from a recognized higher learning institution in BA/MBA/MA/MSc. in Accounting, Economics, Management, or related fields.
Experience:
- 8/6 years of relevant experience, out of which two years in a managerial position,
- Excellent understanding of innovative systems and IT infrastructures in managing MFIs.
- Clear understanding and experience of micro-finance industry.
- Demonstrated experience leading and building cohesive, high-performing teams.
